A. General Subdivision Information. General
subdivision information shall describe or outline the existing conditions
of the site and the proposed development as necessary to supplement
the drawings required below. This information may include data on
existing covenants, land characteristics and available community facilities
and utilities; and information describing the subdivision proposal
such as number of residential lots, typical lot width and depth, price
range, business areas, playgrounds, park areas and other public areas,
proposed protective covenants and proposed utilities and street improvements.
B. Location Map. The location map shall show
the relationship of the proposed subdivision to existing community
facilities which serve or influence it. Include development name and
location; main traffic arteries; public transportation lines; shopping
centers; elementary and high schools; parks and playgrounds; principal
places of employment; other community features such as railroad stations,
airports, hospitals and churches; title; scale; North arrow and date.
C. Sketch Plan. A sketch plan on a topographic
survey shall show in simple sketch form the proposed layout of streets,
lots and other features in relation to existing conditions. The sketch
plan may be a freehand pencil sketch made directly on a print of the
topographical survey.

A. Form. The preliminary plat shall be clearly
and legibly drawn. The size of the map shall not be less than twelve
(12) inches by eighteen (18) inches. The map of a subdivision containing
three (3) acres or less shall be drawn at a scale of one (1) inch
equals fifty (50) feet. All other subdivisions shall be drawn at a
scale of one (1) inch equals one hundred (100) feet.
B. Map Contents. The preliminary plat shall
contain the following information:
1.
Description.
a.
Proposed Name Of The Subdivision.
The name shall not duplicate, be the same in spelling or alike in
pronunciation with any other recorded subdivision in the County.
b.
Names of adjacent subdivisions and
owners of adjoining parcels of unsubdivided land.
c.
Names and addresses of the subdivider,
owner and engineer.
d.
Location by section, town, range,
township, county, State.
e.
Names of streets within the adjoining
plat.
2.
Existing Conditions.
a.
Boundaries of the subdivision indicated
by a heavy line and the approximate acreage.
b.
Location, widths and names of existing
or platted streets, railroad rights-of-way, easements, parks, permanent
buildings, section and corporation lines.
c.
Zoning districts, if any.
3.
Survey Data. Existing contours with
intervals of no more than five (5) feet. Elevations are to be based
on U.S.G.S. datum.
a.
Drainage channels, wooded areas,
power transmission poles and lines and any other significant items
should be shown.
4.
Drafting Of Plat. Date of preparation,
scale of map and north arrow.
5.
Proposals. Locations and principal
dimensions for all proposed streets, alleys, easements, lot lines
and areas to be reserved for public use.
C. Other Information.
1.
Statement of the proposed use of
lots stating type of residential buildings with number of proposed
dwelling units, type of commercial use, so as to reveal the effect
of the development on traffic, fire hazards or congestion of population.
2.
Proposed utility systems and sources.
3.
Provisions for sewage disposal, drainage,
flood control and proposed culverts or bridges.
4.
Dimensions of lot lines and building
setbacks.
6.
Present zoning classification.
8.
If any zoning changes are contemplated,
the proposed zoning plan for the areas including dimensions.
9.
Information required in Subsections
(C)(1) through
(4) above may be provided in a separate instrument attached to the plat.

A. Form Of Final Plat. The final plat shall
be clearly and legibly drawn in black ink on polyester film or plastic
sheet, sometimes commonly referred to by its registered trademark
name as "Mylar." The size of the map shall not be less than twelve
(12) inches by eighteen (18) inches. The map of a subdivision containing
three (3) acres or less shall be drawn at a scale of one (1) inch
equals one hundred (100) feet, unless otherwise required by the Council.
B. Final Plat To Be Prepared By Engineer Or
Surveyor; Seal Affixed; And Form Of Certification.
1.
The final plat shall be prepared
by an engineer or land surveyor that is registered in the State of
Missouri. The engineer or surveyor shall affix his or her seal to
the final plat.
2.
The form of certification of the
registered professional engineer or land surveyor shall certify that
the plat represents a survey made by him/her and that all monuments
shown thereon actually exist and that their location is correctly
shown. In the alternative, the certification may state that the survey
was prepared in accordance with the laws of the State of Missouri
or the Code of State Regulations.
C. Map Contents. A map shall contain the following:

Description.
b.
Names of adjacent subdivisions and
owners of adjoining parcels of unsubdivided land.
c.
Names and addresses of subdivider,
owner and engineer.
d.
Location by section, town, range,
township, county, State.
e.
Names of streets within the adjoining
plat.
2.
Existing Conditions.
b.
Bearings and distances to the nearest
established street lines, section corners or other recognized permanent
monuments which shall be accurately described on the plat.
c.
Municipal, township, County or section
lines accurately tied to the lines of the subdivision by distance
and bearings.
d.
Accurate location of all monuments.
3.
Survey Data.
a.
Length of all arcs, radii, internal
angles, points of curvature and tangent bearings.
b.
When lots are located on a curve
or when side lines are at angles other than ninety degrees (90°),
the width at the building line shall be shown.
4.
Drafting Of Plat. Title, date of
preparation, scale of map and North arrow.
5.
Proposals.
a.
All easements for right-of-way provided
for public services or utilities and any limitations of such easements.
b.
All lot numbers and lines with accurate
dimensions in feet and hundredths and with bearings or angles to street
and alley or crosswalk lines.
c.
Accurate outlines of any areas to
be dedicated or temporarily reserved for public use with the purpose
indicated thereon.
d.
Building setback lines with dimensions.
D. Required Information. The following information
or items shall be printed on the plat or submitted at the same time
that the final plat is filed:
1.
Certification that real estate taxes
are paid shall be furnished in the form of copies of paid real estate
tax bills on the land within the proposed subdivision. In addition,
the following sentence in substantial form shall appear within the
owner's certification on the plat: "All real estate taxes due on the
property have been paid in full."
2.
If a zoning change was involved,
certification from the City Clerk shall be furnished indicating that
the change requested has been approved and is in effect.
3.
Certification by an engineer or land
surveyor registered in the State, to the effect that the plat represents
a survey made by him/her and that all monuments shown thereon actually
exist and that their location is correctly shown. In the alternative,
the certification may State that the survey was prepared in accordance
with the laws of the State of Missouri or the Code of State Regulations.
The following sentence in substantial form shall comply with the engineer
or surveyor certification: "This record plat and the survey on which
it is based were prepared in accordance with the current minimum standards
for an urban class boundary survey as established by the Missouri
Board for Architects, Professional Engineers, Professional Land Surveyors
and Professional Landscape Architects."
4.
The owner's certificate shall include
the following, as applicable:
a.
An acknowledgement that the owner
has adopted the plat;
b.
A dedication of streets to the City
for public use forever;
c.
A dedication of utility easements
that identifies each utility by name;
d.
A dedication of common ground and
an affirmative statement identifying the entity with maintenance responsibility;
e.
A dedication of storm water drainage
easements to the City;
f.
An affirmative statement identifying
the entity with maintenance responsibility for storm water detention;
and
g.
A statement that building lines are
established.
The owner's certificate shall contain
the appropriate certificate of acknowledgement commensurate with the
owner's form of ownership pursuant to Section 486.330 RSMo., as amended.

5.
Plan and profiles of streets, storm
and sanitary sewers and appurtenances, proposed connections to the
public water and sanitary sewer mains for each proposed lot, sewage
disposal facilities, topographical map, grading plan and corrections,
culverts and all other construction drawings related to the improvements
to be constructed in the subdivision.
6.
A statement by the City Engineer certifying that he/she is in receipt of two (2) maps showing all utilities in exact location and elevation, identifying those portions already installed and those to be installed and that subdivider has complied with Section
405.220.
