It is the mission of the Newtown Township Park and Recreation Board to advise the Board of Supervisors, Park and Recreation Director, Township Administration and Planning Commission in order to foster a meaningful and satisfying program of leisure and recreational activities and events for the residents of this Township, enhancing the physical, emotional, mental and social growth of the Township residents, and to advise the Board of Supervisors, Park and Recreation Director, Township Administration and Planning Commission regarding matters related to park land and open space including, but not limited to, review of subdivision plans regarding suitability of open space for dedication per Part
12 of Chapter
22.

There is hereby established a Park and Recreation Board in and
for the Township, which shall be composed of nine persons.

The members of the Park and Recreation Board shall reside within
the Township and shall serve without compensation.

The members of the Park and Recreation Board shall be appointed
by the Board of Supervisors. The members of the Board shall serve
for terms of three years or until their successors are appointed,
except that the terms of office of the original members shall be fixed
as follows: three members shall serve for three years; two members
shall serve for two years; and two members shall serve for one year.

1. The Park and Recreation Board shall hold a reorganization meeting
on the first Wednesday in February. The members of the Park and Recreation
Board shall meet and elect their own chairperson, and elect all other
necessary officers to serve for a period of one year.
2. The Park and Recreation Board will normally meet the first Wednesday
of every month at 8:00 p.m. with an alternate meeting date on the
third Wednesday of every month at the Newtown Township Municipal Complex.
Special meetings may be called by the chairperson. The Park and Recreation
Director will make a report to the Park and Recreation Board at their
monthly meeting.
3. The Park and Recreation Board agenda will be on file at the Township
Administration Office.

The Park and Recreation Board shall adopt rules and regulations
for the conduct of all its business and in order to carry out its
duties.

1. The Park and Recreation Board shall submit an annual report to the
Township. The report shall include an analysis of the recreational
areas and facilities in the Township, with particular reference to
the extent and adequacy of programs and their effectiveness in view
of the public expenditure involved and the public needs to be met.
The report shall also include comments on the park and open space
facilities in the Township.
2. The Park and Recreation Board shall submit a monthly report to the
Board of Supervisors.
3. All actions of the Park and Recreation Board shall be subject to
the review and the approval of the Board of Supervisors.
4. The Park and Recreation Board shall endeavor to interpret the need
for and importance of recreation and park services and park and open
space facilities to the general public and to the Township Board of
Supervisors, and to elicit support.
5. The Board shall endeavor to serve as a forum for the introduction
of new ideas, programs, policies and procedures for park, recreation
and open space programs and facilities in the Township.
