There is established in the Township of Newtown, a Technology Committee, which shall be known as Newtown Township Technology Committee.

The mission of the Newtown Township Technology Committee shall be to promote employee and volunteer efficiency, maximize customer service, and reduce Township costs through the use of technology.

The Committee shall be composed of up to seven persons who shall be residents of Newtown Township. Members of the Committee shall serve without compensation for three-year terms on a staggered basis. The Board of Supervisors shall initially appoint three members of the Committee to one-year terms, two members of the Committee to two-year terms and two members of the Committee to three-year terms. All members of the Committee shall be appointed or re-appointed, as the case may be, by the Board of Supervisors at its annual reorganization meeting. Vacancies that occur during the course of the calendar year shall be filled by the Board of Supervisors as they shall become vacant. In any event, all terms shall end as of the date of the Board of Supervisors' annual reorganization meeting.

The Newtown Township Technology Committee shall hold an organizational meeting in January of each year following the organizational meeting of the Board of Supervisors. The members of the Committee shall meet and elect a Chairperson and such other officers as they shall deem necessary to serve for a period of one year. The Committee shall meet as necessary but where possible, the Committee shall meet on dates to be fixed at the Committee's animal reorganization meeting. All meetings of the Committee shall be duly advertised and open to the public in accordance with applicable law. The Committee shall adopt such rules and regulations as it deems appropriate for the conduct of its business in order to carry out its mission.

1. 
The Newtown Township Technology Committee shall have the following duties:
A. 
Develop and maintain a working knowledge of the Township's existing use of technology.
B. 
Make recommendations with respect to the technology needs of the Township and what functions of the Township government will be aided by the use of technology.
C. 
Make recommendations as to how the level of service to residents, contractors, and anyone else with whom the Township does business could be improved through use of technology.
D. 
Determine how technology can be utilized to save money for the Township.
E. 
Develop proposals to be presented to the Board of Supervisors related to the mission statement of the Committee.
F. 
Interact with Township staff and Township consultants to implement any changes approved by the Board of Supervisors with respect to technology.

The Board of Supervisors shall appoint one or more members of the Board of Supervisors as liaisons to the Committee for the purpose of providing guidance to the Committee and for the purpose of reporting to the Board of Supervisors any activities being undertaken by the Committee.

The Committee shall submit periodic verbal reports to the Board of Supervisors during the course of a Board of Supervisors meeting. The Committee shall also submit Minutes of its meetings to the Board of Supervisors after approval of the Minutes by the Committee.

The Committee shall serve in an advisory role and it shall have no authority to act as an agent of the Township for the purpose of letting contracts, hiring persons, retaining consultants or performing any function of government properly the function of the Newtown Township Board of Supervisors. Furthermore, the members of the Committee shall have no authority to expend Township funds.

The Board of Supervisors may terminate this Committee at its discretion.
