The Office of Township Manager is hereby created by the Board of Supervisors of the Township of Newtown, Bucks County, Pennsylvania, subject to the right of the Board of Supervisors of the Township of Newtown by ordinance at any time to abolish such office, subject to the provisions of the Manager's contract. The Township Manager shall be responsible for supervising and conducting the administrative affairs of the Township in a nonpartisan manner. The Board of Supervisors shall be responsible for legislative policy making and appointing the Township Manager.

The Board of Supervisors of the Township of Newtown shall appoint, by a majority vote of all its members, one person to fill the office of Township Manager, who shall serve until his successor is appointed and qualifies. In the case of a vacancy, the Board of Supervisors of Newtown Township shall fill said office by a majority vote of all its members. The Board shall enter into an employment agreement with the Manager setting forth terms and conditions of employment. The Board, by majority vote of all its members, may remove the Township Manager from office at any time, and the Township Manager may resign at any time subject only to such terms as may be contained in the employment agreement.

The Manager need not be a resident of the Township at the time of appointment. The Board may require residency after one year as a condition of employment.

Before entering into his duties, the Township Manager shall give a bond to the Township of Newtown with a bonding company as surety, in the sum of $5,000, conditioned for the faithful performance of his duties, the premium for such bond to be paid by the Township of Newtown.

The Township Manager shall receive such compensation as shall be fixed from time to time by resolution of the Board of Supervisors, in accordance with the terms of the Manager's employment agreement. The Manager's pay shall be reviewed by resolution of the Board of Supervisors, effective the first pay period of each calendar year.

The Township Manager shall be the chief administrative officer of the Township and supervise the work of Township department heads, as well as the work of the administrative staff, miscellaneous support staff and consultants. The Solicitor, Board Secretary and Manager each report to the Board and work cooperatively. The Township Manager's duties shall be those set forth in the Township Manager's job description which may be amended from time to time by resolution of the Board of Supervisors.

The Township Manager shall agree as a part of the employment agreement, to abide by the Code of Ethics of the International City/County Management Association.

Under the general policy direction of the Board of Supervisors, and with the advice of the Solicitor, is responsible for planning, directing, organizing, controlling and coordinating the administration of the Township government.

The Township Manager is appointed for an indefinite term, by the majority of the Board of Supervisors, and is subject to termination at any time, by a majority vote of the Board of Supervisors, subject to the Manager's employment agreement. The Manager is a competent, well-trained professional, whose appointment is based solely on professional experience, administrative qualifications, education and training.

The Supervisors have delegated to the Township Manager the duty and responsibility to hire and when deemed necessary to discipline, suspend or terminate all Township employees, on the basis of merit principles, subject to consultation with the Board of Supervisors for the Department heads, the requirements of the applicable collective bargaining agreements for all union employees and the laws and regulations of the Commonwealth of Pennsylvania and the United States of America. This section does not apply to the Solicitor, Board of Supervisors Recording Secretary and appointed Auditor who are appointed and removed by the Board of Supervisors.

1. 
General.
A. 
Responsible to the Board of Supervisors for implementing all policies and programs established by the Board of Supervisors. Keeps the Board of Supervisors and the public informed as to the conduct of Township affairs. See that all laws and acts of the Board of Supervisors, subject to enforcement by the Manager or by employees or others subject to the Manager's supervision, are faithfully observed.
B. 
Prepare the agenda and attend meetings of the Board of Supervisors with the right to take part in discussion but not to vote.
C. 
Negotiate and sign contracts for the Township subject to approval by the Board of Supervisors.
2. 
Budget. The Manager is responsible for preparing the annual budget for the Board of Supervisor's consideration, for receiving suggestions and modification requests and altering the proposal, for estimating revenue, expenditures and capital needs and for implementing the approved budget.
3. 
Fiscal.
A. 
Presents timely reports to the Board of Supervisors regarding current financial status, recommendations for budget adjustments, income and expense estimates.
B. 
May authorize the expenditure of up to $10,000 in budgeted funds, where the Council in a budget line item has contemplated the expenditure. May authorize the expenditure of up to $5,000 in an emergency.
4. 
Coordination. Works with Board of Supervisors members collectively and individually to inform, develop and modify policy guidelines; discuss initiatives; review departmental operations and to review and assess problems. The Manager works closely with the Chairman to further the Board's knowledge and understanding of decision criteria on current and future issues. The Manager cooperatively helps to define policy and take the lead in policy implementation.
5. 
Directs. Directs work of Departments through the department heads, work of Consultants, work of special services such as newsletter, cable TV broadcast, recording secretaries.
6. 
Personnel. Serves as appointing authority for most employees except as restricted, serves as Personnel Manager, is a member of labor-management councils, participates in and may be chosen to lead labor negotiations, subject to constraints imposed by the Code of Ordinances, the Township Manager's job description and Commonwealth of Pennsylvania laws and regulations, makes decisions regarding the application of Codes and Ordinances and the job classification system.
7. 
Other. Performs other duties as are designated by the Board of Supervisors in an Ordinance.

Extensive skills in all of the following: human relations, government finance and financial administration, computer operations and utilization in a local government environment, current knowledge of principles and practices of public administration, current knowledge of operation and control of operating departments of local government and ability to supervise professional and nonprofessional personnel.

Any combination of training and experience equivalent to a Masters degree in Business or Public Administration or related Masters degree and five years experience as a local government manager in a chief administrative officer or chief executive officer role, or required education and eight years progressively responsible experience as an assistant manager, finance director, department head or senior administrator in an organization comparable to or larger than Newtown Township municipal government or a combination of the two.
