Newtown Township hereby adopts, and its appropriate officers
are hereby authorized and directed to execute any and all contracts
required to join the law enforcement mutual aid consortium known as
the South Central Bucks County Emergency Response Team ("SERT") including,
but not limited to, the participation agreement incorporated herein
by reference and made a part hereof as Exhibit "A" and which is on
file for inspection and review at the Newtown Township Building, 100
Municipal Drive, Newtown, PA 18940. The conditions of said agreement
are as set forth therein and may be amended after enactment of this
Part, to conform to any requirements imposed by any applicable law
of the Commonwealth of Pennsylvania or of the United States.

The duration of the term of said agreement is for a period of
one year and thereafter from year to year until termination as provided
for therein.

The purpose and objective of said agreement is to provide for
the creation of a response team composed of police officers from Newtown
Township and other parties to said agreement, to wit: Warrington Township,
Northampton Township, Middletown Township, Lower Southampton Township,
Upper Southampton Township, Lower Makefield Township, Newtown Borough,
Tullytown Borough, Morrisville Borough and Langhorne Borough, and
any other Townships or Boroughs which may become participants in the
future, in order to respond to high risk emergency situations which
exist within the geographical boundaries of said participating municipalities
and to otherwise back up an established team on the scene of an existing
high risk emergency.

Each participating municipality shall be responsible for the
provision and cost of worker's compensation, errors and omissions,
law enforcement liability, and general liability insurance coverage
on each of its respective police officers participating pursuant to
said Agreement. All other costs and expenses associated with said
Agreement shall be shared and paid by the participating municipalities
by an annual assessment of $0.10 for each resident of the participating
jurisdiction. Any costs in excess of said assessment shall be specifically
approved by the Board of Supervisors of Newtown Township.
