Every owner of a dwelling house or other building within the
limits of Oxford Borough, Chester County, Pennsylvania, which dwelling
house or other building fronts on a public street, avenue or highway,
shall number the same at his or her own expense in such manner and
within such time as is hereinafter set forth.

The system of determining the numbers assigned to dwelling houses
and other buildings within the limits of Oxford Borough, Chester County,
Pennsylvania, shall be as follows:
A.Â
Streets, Avenues or Highways Extending North and South. East Market
Street and Lancaster Avenue shall be the line of beginning for the
numbering of dwelling houses and other buildings on all streets, avenues
or highways extending north and south, odd numbers to be assigned
to dwelling houses and other buildings situate on the east side of
said streets, avenues or highways extending north and south and even
numbers to be assigned to dwelling houses and other buildings situate
on the west side of said streets, avenues or highways.
B.Â
Streets, Avenues or Highways Extending East and West. Delaware Avenue
from Locust Street to Summit Avenue extended southwardly to the Borough
line and a line beginning at a point on Locust Street 800 feet westwardly
from Western Terrace and extending northwardly to a point on Lancaster
Avenue 1,200 feet westwardly from North Second Street, thence continuing
northwardly to a point on Mt. Vernon Street 1,200 feet westwardly
from North Second Street, shall be the line of beginning for the numbering
of dwelling houses and other buildings fronting on all streets, avenues
or highways extending east and west, odd numbers to be assigned to
dwelling houses and other buildings situate on the north side of said
streets, avenues or highways and even numbers to be assigned to dwelling
houses and other buildings situate on the south side of said streets,
avenues or highways.

Basis for Numbering. The numbering shall be by blocks or squares
and the basis shall be one number for each 20 feet, more or less.

The assignment of numbers to all dwelling houses and other buildings
in accordance with provisions of this Part shall be under the direction
and control of the Borough Manager or his duly appointed representative
and shall proceed at once after the passage of this Part. All numbers
assigned in accordance with the provisions of this Part shall be available
only to the owners of dwelling houses or other buildings at the Borough
Office upon application therefor.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof, shall be sentenced to pay a
fine of not more than $1,000 plus costs and, in default of payment
of said fine and costs, to a term of imprisonment not to exceed 30
days. Each day that a violation of this Part continues shall constitute
a separate offense.

In addition to the fine hereinabove provided, if any owner of
a dwelling house or other building shall fail within 90 days after
the effective date of this Part to place thereon the number assigned
thereto under the provisions of this Part, the Borough Manager or
his duly appointed representative shall place such number thereon
and all costs of placing such number thereon shall be certified to
the Borough Solicitor, who shall enter the same as a lien against
the premises in the Court of Common Pleas of Chester County, Pennsylvania,
which shall be collectible in the same manner as other municipal claims
are collectible, or, in lieu thereof, the Borough Solicitor may bring
an action in assumpsit in the name of the Borough of Oxford against
such owner to recover the costs of placing such number.
