Special districts are established as base districts for innovative
developments or unique development areas. They are designed to encourage
innovative design of mixed-use projects, to capitalize on the special
characteristics and visibility of unique areas in the City, and to
integrate special project types into the surrounding environment.
Special districts include uses or combinations of uses that are not
easily accommodated by traditional zoning districts.
