This article is adopted pursuant to the authority granted in the N.J.S.A. 40:48-2 et seq. The purposes of this article are as follows:
A. 
To address a critical shortage of on-street parking near train stations in order to facilitate and make more convenient parking within the Borough of Wood-Ridge for those persons who reside within the said municipality near train stations.
B. 
To ensure that persons utilizing train service park their vehicles in designated train station parking facilities rather than on municipal streets which would deprive residents living on streets in proximity to train stations of the opportunity to: (1) park their vehicles on streets near their homes; and/or (2) have their guests and visitors park their vehicles on streets near their homes.
C. 
To control and/or monitor on-street parking on streets in proximity to train stations in the Borough of Wood-Ridge so that persons regulated under this article may do so in a safe, efficient and nonhazardous manner.
A. 
Any vehicle parked on a street or part of a street designated by this article in a location and/or for a duration that violates this article shall be in violation of a municipal ordinance and shall be subject to a parking fine in the amount of $20 per offense.
B. 
The Borough Police Department may remove and impound any vehicles which are in violation of this article in accordance with the provisions of § 232-41 of the Wood-Ridge Code.
Subject to all provisions of this article, the Borough Police Department shall have the authority to:
A. 
Enforce all provisions of this article and shall be entitled, in its discretion, to investigate, obtain and verify any information appropriate to the enforcement of this article.
B. 
Issue summonses for violation of this article, pursuant to the provisions of this article.
C. 
Remove and impound vehicles violating this article, pursuant to the provisions of this article.
D. 
Consult with the Borough Administrator and the Borough Department of Public Works on the design, placement and maintenance of such regulatory signs necessary to warn the public of the provisions of this article and effectuate compliance with same.
E. 
Monitor parking conditions, patterns and complaints on Borough streets, both designated and not designated under this article, and recommend to the Mayor and Council: (1) the inclusion of additional streets and/or parts of streets to this article; and/or (2) the removal of streets and/or parts of streets from this article; and/or (3) the modification of any and all provisions of this article.
A. 
The Borough Department of Public Works, under the direction of the Borough Administrator, shall erect and maintain regulatory signs on all streets and parts of streets designated in this article so as to warn the public of the parking restrictions established by this article and to effectuate compliance with same, except that such signs are not required to be posted on any side of any part of a street for which parking is prohibited at all times.
B. 
The Borough Police Department may not enforce the provisions of this article on any part of a street on which a regulatory sign pursuant to § 232-86 is not posted. This provision shall not prevent the Borough Police Department from enforcing the provisions of this article on other parts of a street on which regulatory signs pursuant to § 232-86 have been posted.
C. 
The terms "part(s) of a street" and/or "parts of streets" as used in this article shall be defined as a segment or segments of a Borough street that is (are) between two other either intersecting Borough streets and/or dead-end terminal points and/or combination of the two. For purposes of example only: parts of Highland Avenue include, among others, the segments between: 7th Street and 10th Street, 10th Street and 12th Street, 12th Street and Jay Street, Jay Street and 14th Street, 14th Street and Eleanor Drive, Eleanor Drive and Johnson Drive, etc.

No person shall park a vehicle between the hours of 9:00 a.m. and 9:00 p.m. for more than three consecutive hours on any street or part of a street within the Borough listed below, except that Borough residents may park their vehicle(s) on the part of a street on which they reside without being subject to the provisions of this article.
