A. 
From and after the effective date of this chapter, it shall be unlawful for any person, association or corporation to erect, alter or add to any building or structure within the limits of the Township of Cecil unless such person, association or corporation shall have first made application in writing to the Building Code Official for a building permit in accordance with the terms of this chapter and the terms of the Township's land development ordinances and shall have been issued such a building permit.[1]

B. 
No excavation for foundation, nor the erection, alteration or addition of any structure or building or part thereof, or occupancy of streets or alleys with building material or temporary structures for construction purposes shall be undertaken or permitted until a building permit therefor shall have been issued by the Building Code Official.
All applications for building permits shall be submitted on forms prescribed by the Township of Cecil and the Building Code Official and shall set forth the location, distance from the nearest adjacent building, character of the building and the materials to be used in the erection, alteration or addition thereof, the estimated value of the construction, and any deed restrictions governing construction on the property.
All applications for building permits shall be accompanied by a plot drawn to scale, showing the actual dimensions of each lot to be built upon, the size and location of each building or structure to be erected upon each lot, and such other information as may be necessary to enable the Building Code Official to determine that the proposed structure or building and the use of the land will conform to the provisions of the rules and regulations governing the subdivision of land as heretofore adopted by the Township of Cecil; see Chapter 210, Subdivision and Land Development.

All applications for building permits shall be accompanied by a permit fee based upon the estimated cost of the erection, alteration or addition, which said estimated cost shall be determined by the Building Code Official. The fee shall be paid into the general fund of the Township of Cecil for the use of the said Township. Fees for building permits shall be set by the Board of Supervisors and may be changed by resolution as seen fit by the Board.

Any person, firm or corporation who shall violate any provision of this chapter, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this chapter continues or each section of this chapter which shall be found to have been violated shall constitute a separate offense.
