As used in this Part, the following terms shall have the meanings
indicated, unless a different meaning clearly appears from the context:
PARK or PARKS
Unless specifically limited, shall be deemed to include all
parks, playgrounds, recreation areas, tennis courts, beaches, recreation
structures and facilities, and also entrances and approaches thereto,
and all other land or property or structures under the jurisdiction
of the Recreation Board and/or the Board of Supervisors of the Township
of North Lebanon, now or hereafter owned, leased or acquired by the
Township of North Lebanon for park purposes, recreational purposes
or other municipal purposes.
RULES AND REGULATIONS
Any rules and regulations hereby or hereafter promulgated
by the Parks and Recreation Board under the authority herein conferred.

All parks shall be opened daily to the public at such hours
as the Recreation Board may from time to time designate, but in no
event shall any person be permitted to be in attendance in any park
between dusk and dawn, unless special permission be granted by the
Park and Recreation Board.

1. The following are rules and regulations established by the Parks
and Recreation Board and any person in attendance at any Township
recreational area shall abide by the following:
A. Removing, molesting, injuring or damaging of anything natural or
physical or defacing of public property shall be punishable by arrest,
fine or both.
B. Do not litter any area of the park with garbage, paper, bottles,
cans or other waste material; nor dispose of the same in any way except
in receptacles designated for such purposes. The items shall be limited
to materials accumulated during the use of the park facility.
C. Glass containers are prohibited in all Township parks.
D. Do not remove any bench, seat, table or other appliance without permission
of the Recreation Board.
E. It is prohibited to bring onto the premises, possess or consume any
alcoholic beverages or illegal drugs of any kind; no person shall
enter the park in an intoxicated state or otherwise be under the influence
of alcohol or illegal drugs. The North Lebanon Township Police Department
reserves the right to inspect coolers, ice chests or any other containers
for alcoholic beverages and/or illegal drugs.
F. Do not discharge any firearms, slingshots, firecrackers, fireworks
or other missile-propelling instruments or explosives or arrows or
other dangerous weapons which have such properties as to cause annoyance
or injury to person or property unless permission has been granted
by the Park and Recreation Board in the designated areas; North Lebanon
Township police officers in the performance of their duties will be
exempt from these provisions. No hunting or trapping shall be permitted
unless otherwise designated.

G. Do not play ball, golf, pitch horseshoes, engage in archery, camp
or launch, dock or land any boat, engage in finding buried objects
with special detectors, or participate in any other form of recreation,
sporting endeavor or pastime, except in those areas which may be designated
from time to time for that purpose by the Park and Recreation Board.
H. Swimming at the lake is prohibited unless otherwise designated.
I. Ice skating and ice fishing on the lake is prohibited unless otherwise
designated.
J. Horseback ride in any Township park is prohibited.
K. Disrobing or changing clothing is prohibited except in buildings
or facilities made available for that purpose.
L. Camping is permitted, only with special permission from the Park
and Recreation Board, and only in designated or approved areas. In
any case, pets may not stay overnight in the camping area. No person
under the age of 18 may camp at any Township park without the direct
and constant supervision of a parent or guardian.
M. Fishing is permitted at Lions Lake as outlined in the Pennsylvania
Fish Commission regulations and laws, and only in permitted areas.
No fishing is permitted from the dam breast or the wildlife island.
N. The feeding of wildlife is prohibited.
O. Boat launch parking areas are reserved for vehicles towing and/or
carrying boats only. Boating is permitted for small water craft. Motors,
with the exception of electric motors, are prohibited. All craft shall
meet the U.S. Coast Guard requirements (i.e., life jackets will be
worn by all in watercraft). Children under the age of 16 shall be
accompanied by a parent or responsible guardian.
P. No setting up any booth, table or stand for the sale of any article
or service whatsoever within the limits of any park without permission
of the Park and Recreation Board; distribute, sell, service or rent
any services or commodity or solicit for any purpose without permission
of the Park and Recreation Board. This regulation shall not apply
to authorized concessionaires.
Q. No public meeting or rally with more than five persons shall be held,
or engage in any marching or driving as members of a military, political
or other organization without permission of the Park and Recreation
Board, which requires a statement of intent, including the name of
the organization, its purpose, number of persons expected to be invited
or attend, expected duration and names of person(s) in charge.
R. Do not disobey a proper order of a North Lebanon Township Police
Officer or authorized persons, or disobey or disregard or fail to
comply with any rule or regulation, warning, prohibition, instruction
or direction given by an authorized person and posted or displayed
by sign, notice, bulletin, card, poster or when notified or informed
as to its existence by the authorized person.
S. The use of threatening, abusive, insulting, profane or obscene language
or words is not permitted. Disturbing the peace by any conduct so
as to annoy any other person using the park for recreational or approve
purposes is not permitted.
T. Do not commit any disorderly or immoral acts.
U. Pets are not allowed to run at large out of control. Pets are permitted
provided they are on a leash not exceeding six feet in length and
attended at all times; provided, however, that nothing in these rules
shall be deemed to prohibit the controlled training of unleashed dogs
in any Township park where the areas are specifically designated for
that purpose. It is the responsibility of the pet owner to insure
that droppings are removed immediately.
V. Washing, waxing or any type of mechanical repairs to vehicles while
in any Township park is not permitted.
W. Licensed vehicle operators shall use only parking areas open to public
vehicular traffic, unless otherwise posted. The operation of nonlicensed
motor vehicles, including snowmobiles, minibikes, motorcycles, dirt
bikes, or any other vehicles, recreational or otherwise, except on
designated roads, trails or areas set aside for their use, is prohibited
unless otherwise designated.
X. Cooking fires are allowed, however, you may not kindle or maintain
any open fire in the park except in permitted facilities or areas
specially designated for that purpose, including the disposal of hot
coals from charcoal grills. Fires may not be higher than the fire
ring.
Y. No person is permitted to carry any kind of lighted pipe, cigar,
cigarette or any other lighted smoking equipment, including electronic
cigarettes or similar devices, within 25 feet of athletic fields,
athletic courts, and playground areas.

Z. The use of inflatable bounce houses, trampolines, and similar equipment
is prohibited unless a hold-harmless agreement and certificate of
liability insurance in a minimum amount of $500,000 naming North Lebanon
Township as an additional insured is submitted to North Lebanon Township
no less than seven days prior to the event.

All laws pertaining to fishing in the Commonwealth and set forth
in the Pennsylvania Fish Commission regulations and laws shall apply
to fishing in parks and recreation areas, and provisions thereof are
hereby incorporated by reference.

1. The use of all Township parks shall be on a first come, first served
basis unless otherwise reserved:
A. By annual permission granted by the Park and Recreation Board for
the scheduling of various league games, etc.
B. For school or college athletic games, practice, contest or exhibitions.
C. For regularly scheduled school district or municipal recreation programs.
D. By special permission granted by the Park and Recreation Board for
a specific requested use.

The Township is authorized to establish additional rules and
regulations as deemed necessary by the Park and Recreation Board or
Board of Supervisors. The area of the Township owned by the City of
Lebanon known as "Stoever's Dam, Park and Recreation Area" shall be
subject to rules and regulations as may be adopted by resolution of
the Board of Supervisors. The Board of Supervisors shall have the
right to amend the rules and regulations by resolution.

North Lebanon Township shall establish such rules and regulations
as the Board of Supervisors deem necessary for the areas known as
the Stoever's Dam Park and Recreation Area and the Union Canal Tunnel
Park. Such rules and regulations shall be adopted by Resolution of
the Board of Supervisors of North Lebanon Township.

Recreation facilities which become hazardous for public use
due to weather, water, fire or unforeseeable conditions may be closed
only at the discretion of the Park and Recreation Board.

Police officers of North Lebanon Township are charged with enforcement
of the provisions of this Part and of the rules and regulations promulgated
hereunder.

Any person who violates or permits a violation of this provision
of the Code of Ordinances of North Lebanon Township shall, upon conviction
thereof, be sentenced to pay a fine of not less than $100 and not
more than $1,000, and/or to be imprisoned for a period not to exceed
90 days. A separate offense shall arise for each day or portion thereof
in which a violation is found to exist.
