The Board of Supervisors of North Lebanon Township may adopt such rules and regulations as it deems necessary and may authorize rules and regulations to be adopted by the Authority, with the approval of the Board.

1. 
Intent. The procedures established in this section are intended to define the requirements necessary in determining the type and design of sewage disposal facilities which will be necessary to serve the proposed subdivision of land. These procedures cover the soil testing requirements and procedures for approval of both subsurface, public and community sewerage facilities.
2. 
Proposed Subdivision to be Served by Existing Public Sewer.
A. 
When a major subdivision (six lots or more) or a land development has public sewer lines available within 2,000 feet, said sewer lines must be located in the subdivision plan or land development plan to a point as required by the North Lebanon Township Supervisors. The installation must be approved by the Municipal Authority or the Township responsible for the sewer system, and the developer shall pay for the extension of the sewer system to the point as specified by the Supervisors.
B. 
When a minor subdivision (five lots or less) has public sewer available as follows, the developer shall pay for the cost of extending the sewer to the lot or lots in question:
(1) 
For one lot within 500 feet of the existing sewer line, unless it is required that an easement across another's property is required to make the sewer connection; and

(2) 
For two lots within 1,000 feet of the sewer line; and
(3) 
For three lots within 1,500 feet of the sewer line; and
(4) 
For four or five lots within 2,000 feet of the sewer line.
The term lot shall include any lot located on the subdivision plan that has an existing building located on it.
3. 
Proposed Subdivision Located Within a Planned Sewer Area. When a proposed subdivision or land development is located in an area not presently served by public sewers, but in an area where design data has been prepared for sewer system installation within 18 months, then the Township shall determine the necessity of installing house connections and/or capped mains in addition to the necessary on-lot facilities. Such installation must be in accordance with municipal design data which has been prepared and the improvement plan must be certified by the Township Engineer before approval of the preliminary or final plan.
4. 
Proposed Subdivision to be Served by a Private Sanitary Sewer System. When a subdivision or land development is to be provided with a private sewerage system a statement shall be submitted to the Township from the Pennsylvania Department of Environmental Resources indicating that a permit has been issued approving the proposed facilities. In addition, the Township must be satisfied that adequate provisions have been made for the maintenance of the proposed private system.
5. 
Soil Conservation Service Review. The Township may submit subdivision or land development plans to the U.S. Soil Conservation Service for review and comment prior to approval. In utilizing this procedure, the Township shall be guided by the following:
A. 
Proposed subdivisions involving streams or waterways should be submitted for a determination of floodplain restrictions and hazards.
B. 
Proposed subdivisions involving locations that the Township feels are ecologically sensitive or otherwise marginally suitable for development may be submitted for an evaluation of the soil conditions on the site and their effect upon the proposed development.
6. 
Coordination with Sewage Facilities Act. All subdivisions shall be designed and submitted in compliance with the prevailing requirements of the Pennsylvania Sewage Facilities Act. In accordance with those standards, application for subdivision or land development approval shall satisfy the following procedural requirements:
A. 
Minor Subdivision. The subdivider shall submit a sketch plan depicting general lot and street design for the preliminary approval. After preliminary approval, the subdivider shall submit the required plan, supplement, or revision module and associated information with the application for final plat approval.
B. 
Major Subdivision. The subdivider shall submit a preliminary plan depicting general lot and street design, as required by the Township. After preliminary approval, the subdivider shall submit the required plan revision module and associated information with the application for final plan approval.
