For the protection and welfare of the residents of North Lebanon
Township and for the benefit of those who use the Township streets
and roads, the Board of Supervisors of North Lebanon Township do hereby
adopt by this Part, as part of the Township's new Subdivision and
Land Development Ordinance, that the Board of Supervisors of North
Lebanon Township shall have the authority to adopt, by resolution,
the specifications for Township roads and streets, together with other
related matters. The resolution shall be effective upon the date of
adoption of the resolution by the Board of Supervisors of North Lebanon
Township and the same may be amended, changed or repealed, from time
to time, as deemed necessary by the Board of Supervisors of North
Lebanon Township.

1.
All specifications and construction standards not specifically addressed
by the following shall conform to the current editions of the Commonwealth
of Pennsylvania, Department of Transportation, Specifications, Publication
408 and Commonwealth of Pennsylvania, Department of Transportation,
Bureau of Highway Design, Standards for Roadway Construction.
All public and private streets shall meet the standards defined
herein.

1.
Subgrade. Compact subgrade to not less than 100% of the determined
dry-mass (dry-weight) density. The determined dry-mass (dry-weight)
density should be determined by the Pennsylvania Test Method (PTM)
No. 106 - Method B, PTM No. 112, or PTM No. 402 for each 3,000 square
yards or less of completed subgrade. When the material is too coarse
(more than 20% retained on a 3/4-inch sieve) to utilize the PTM methods,
compaction should be determined based on the nonmovement of the subgrade
material under the compaction equipment. When compacting, the subgrade's
moisture content should be maintained to not more than 2% above optimum
moisture for the material. When the specified compaction cannot be
obtained, the subgrade material shall be excavated to a depth that
when replaced and recompacted at moisture content not exceeding optimum,
the subgrade shall have required compaction. Immediately prior to
the placement of the roadway's stone subbase, the subgrade shall be
recompacted and reshaped to provide the required roadway subgrade
compaction and elevation. Inspection is required at the completion
of the subgrade compaction by the Township Road Foreman or his delegate.
All inspections will require a minimum of twenty-four-hour notice
to the Township.
2.
Subbase. Subbase material shall consist of Type C or better, No.
2A and No. 3 Aggregates as specified in the latest version of the
Commonwealth of Pennsylvania, Department of Transportation, Specifications,
Publication 408, Section 703.2. Compact the uniformly spread subbase
material to not less than 100% of the maximum dry-mass (dry-weight)
density. The determined dry-mass (dry-weight) density should be determined
by the Pennsylvania Test Method (PTM) No. 106 - Method B, PTM No.
112, or PTM No. 402 for each 3,000 square yards or less of completed
subbase. When the material is too coarse (more than 20% retained on
a 3/4-inch sieve) to utilize the PTM methods, compaction should be
determined based on the nonmovement of the subbase material under
the compaction equipment. Compaction of the subbase shall be installed
in maximum four-inch layers of No. 2A or a maximum five-inch layer
of No. 3 (compacted thickness), until the total required subbase thickness
is achieved. Compaction shall proceed gradually from sides to center,
with the succeeding pass uniformly overlapping the previous pass,
which shall continue until the subbase is properly compacted and shaped.
If the subbase material does not contain sufficient moisture after
placement, add water to obtain the proper compaction. Immediately
prior to the placement of the roadway pavement, the subbase shall
be recompacted and reshaped to provide the required roadway subbase
compaction and elevation.
Inspection is required at the completion of the subbase compaction
by the Township Road Foreman or his delegate. All inspections will
require a minimum of twenty-four-hour notice to the Township.
3.
Plant Mixed Bituminous Concrete Courses — Weather Limitations.
Do not place bituminous paving mixtures between October 31 and April
1 for Base Course Pavement and standard Wearing Course Pavement, unless
otherwise permitted in writing by authorized Township personnel. Do
not place Super Pave Wearing Courses from October 16 to April 1 unless
otherwise permitted in writing by authorized Township personnel. Do
not place bituminous paving mixtures when surfaces are wet or when
the temperature of either the air or the surface on which the mixture
is to place is 40° F. (4° C.) or lower. When work is halted
because of weather conditions, limited quantities en route to the
project may be placed, if permitted by the Township Road Foreman.
4.
Base Course Pavement. Base course paving material shall conform to
latest version of the Commonwealth of Pennsylvania, Department of
Transportation, Specifications, Publication 408, Section 409.2 and
Section 421.2. Base course paving shall conform to the above-mentioned
weather limitations. The base course pavement shall be installed in
a maximum of two-inch rolled layers, until the total required base
course depth is achieved. Ninety percent of all the lots must be developed
and a minimum of one year must elapse from the installation of the
base course paving prior to the installation of the wearing course.
Inspection is required by the Township Road Foreman or his delegate
during the bituminous placements. All inspections will require a minimum
of twenty-four-hour notice to the Township.
After installation of base course, no street cuts can be made
by the developer without the permission of North Lebanon Township
Road Foreman or Supervisors. A street cut permit is required. The
Road Foreman, or designated agent, must be present during any permitted
cuts for proper restoration. Any cuts made without authorization by
the Township will be required to be redug, at the developer's expense,
so verification can be made on proper restoration.
5.
Bituminous Tack Coat. Prior to the placement of the wearing course,
the base course shall be conditioned and treated with the application
of a bituminous bonding material conforming to the latest version
of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 460. Apply the emulsified
asphalt tack coat at a rate to leave a uniform asphalt residue from
0.02 to 0.07 gallons per square yard, or as approved by the Township
Road Foreman. Apply the tack coat only when the air temperature is
4° C. (40° F.) and rising. Do not apply to a wet surface,
or during wet weather. Following application and prior to succeeding
construction, allow the tack coat to cure, without being disturbed,
until the water has completely separated and evaporated, as determined
by the Township Road Foreman. Inspection is required by the Township
Road Foreman or his delegate during the bituminous placements. All
inspections will require a minimum of twenty-four-hour notice to the
Township.
6.
Wearing Course Pavement. Ninety percent of all the lots must be developed
and a minimum of one year must elapse from the installation of the
base course paving prior to the installation of the wearing course.
Wearing course paving material shall conform to the latest version
of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 409.2 and Section 420.2.
Wearing course paving shall conform to the above-mentioned weather
limitations. Prior to the placement of the wearing course paving,
all deficiencies in the base course paving must be repaired. Prior
to the placement of the wearing course a bituminous tack coat shall
be applied to the base course pavement. Wearing course paving shall
not be completed if it will be subjected to high temperatures or channelized
traffic for extended periods of time. Inspection is required by the
Township Road Foreman or his delegate during the bituminous placements.
All inspections will require a minimum of twenty-four-hour notice
to the Township.

1.
Cul-de-Sac Streets.
A.
Cul-de-sac streets shall only be permitted upon approval by the Board
of Supervisors.
B.
If permitted, cul-de-sac streets, both permanent and temporary, public
and private, shall not exceed 600 feet in length and shall not be
less than 250 feet in length. All cul-de-sac streets, whether permanent
or temporary, must be provided with a turnaround, the diameter of
which is at least 100 feet.
C.
If approved by the Board, a cul-de-sac street can serve a maximum
12 lots or dwelling units.
D.
If approved by the Board, a cul-de-sac street shall provide for a
dedicated snow dump easement and provide metes and bounds. The area
shall be 40' W x 50' D, as measured from the curbline and at a location
approved by the Township Roadmaster and Board of Supervisors. (See
Exhibit A-2.)
E.
Any street dead-ended for access to an adjoining property or because
of authorized stage development (phasing) shall be provided with a
temporary one-hundred-foot diameter cul-de-sac within the subdivision
or development, and the use of such turnaround shall be guaranteed
to the public until such time as the street is extended.
2.
Street Names.
A.
Street names shall not duplicate others nearby and shall be subject
to the approval of the Board of Supervisors, Lebanon County EMA, Lebanon
County GIS Department, and the Harrisburg/Lebanon Post Office. Street
names shall be restricted to 14 characters for signage purposes. Maximum
street sign length is 48 inches.
4.
Supplemental Street Standards. In addition to the specific standards cited in § 21-513, the following street standards shall apply to design and construction of streets:
A.
Intersections.
(1)
Streets shall be designed to intersect at right angles (90°)
and should be at right angles for at least 100 feet from the point
of cartway intersection.
(2)
No more than two streets shall intersect at any one point.
(3)
Proposed new intersections along one side of an existing street
shall coincide with any existing intersections on opposite side of
the street. Where intersections cannot practically be connected, a
minimum of 150 feet shall separate the center lines of offset local
streets, and 400 feet minimum shall be provided for collector and
major streets.
(4)
Street curb intersections shall be rounded with a minimum radius
of 20 feet for local streets and 30 feet for collector or major streets.
The radius point shall be concentric with that for the property lines.
(5)
Intersections shall be designed with a flat grade. In hilly
or rolling topography, a leveling area shall be provided for 75 feet
on all sides preceding the intersection, measured from the edge of
cartway of the intersection street. The leveling area shall have a
maximum grade of 4% for local and cul-de-sac streets and a maximum
grade of 2% for collector and major streets.
(6)
Clear sight triangles of 75 feet, measured along the center
line from the point of intersection, shall be provided and maintained
at all intersections. No building, structure, planting or other obstruction
higher than 30 inches above the roadway grade shall be permitted within
the clear site triangle.
5.
Turning Lanes.
A.
As a part of any subdivision or land development plan, a developer
shall address the question as to whether or not a turning lane into
the development is necessary for the protection of the health and
welfare of the traveling public and of the residents within the immediate
area. The developer shall conduct such traffic surveys and shall obtain
such other information as the Township or its Engineer may require
to make a decision on the need for a turning lane. If the Township
determines that it is necessary to provide a turning lane into the
development, the said lane shall be designed in accordance with the
requirements of the Township, shall be shown as part of the developer's
subdivision plan/land development plan and shall be constructed by
the developer in accordance with the construction standards and requirements
of the Township or PennDOT, whichever is applicable.
6.
Unimproved Streets or Rights-of-Way.
A.
Subdivision on unimproved (unpaved) streets or rights-of-way is prohibited.
7.
Private Streets.
A.
Private streets will only be approved if they are designed and constructed
to meet public street standards and maintenance is guaranteed in perpetuity
via a bona fide homeowners' association (or similar organization)
agreement and appropriate financial security for repair and maintenance.
B.
A homeowners' association must consist of a minimum of 50 units to
be considered as meeting this section requirement.
8.
Dedication and Acceptance of Ownership by Township.
A.
A legal description of the streets must be provided to the Township
for the Solicitor to prepare a deed of dedication. The legal description
must match the recorded plan. All costs associated with the deed preparation
and street dedication are the financial responsibility of the developer
and must be paid prior to any acceptance by the Board of Supervisors.
B.
The Engineer must provide an 8 1/2 inches by 11 inches sealed
plan showing the street center line length, R-O-W width, and cartway
width to be used with the Township's resolution for accepting ownership
and maintenance of the streets. A separate plan must be provided for
each street dedicated.
C.
The Engineer must provide as-built drawings for all stormwater associated
with the development and a separate as-built drawing for the streetlights
and associated appurtenances. This must be provided via two hard copies
and a .DWG file.
D.
The developer must provide an eighteen-month integrity bond. The
amount of the bond will be determined by the Township and will be
in the amount of 15% of the total cost of the street and all related
street improvements.
E.
A final inspection report from the County Engineer showing no remaining
deficiencies for street and related improvements, including but not
limited to sewer, stormwater, streetlights, curbing, fire hydrant
markers, storm drain markings, etc., must be provided.
F.
A final inspection report from the Township Roadmaster, showing no
remaining deficiencies for the street and related improvements, including
but not limited to sewer, stormwater, streetlights, curbing, fire
hydrant markers, storm drain markings, speed limit and stop signs,
street name signs, additional signs to be supplied by developer for
Township inventory, etc., must be provided.
G.
Street dedication will only be accepted by the Township between April
1 and September 1 in order to meet the PennDOT Liquid Fuels deadline
placed on the Township for funding to be received in the following
year. Failure to meet this deadline will result in the owner/developer
being responsible for winter maintenance.

Pavement base drains are subsurface drains utilizing perforated or porous pipe installed parallel to the roadway to lower the groundwater level, to drain slopes or to drain the pavement structure. Refer to the latest version of the Commonwealth of Pennsylvania, Pennsylvania Department of Transportation, Bureau of Design, Design Manual Part 2 - Highway Design, Publication 13M, Section 2, Chapter 10.5, for the design of pavement base drains. Allowable types of pipes for pavement base drains are as listed in the latest version of the Commonwealth of Pennsylvania, Department of Transportation, Specifications, Publication 408, Section 610.2. Pavement base drain installation shall be completed according to the latest version of the Commonwealth of Pennsylvania, Department of Transportation, Bureau of Highway Design, Standards for Roadway Construction, RC-30.

Stormwater inlets shall be manufactured as per the latest version
of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 714, and the latest version
Commonwealth of Pennsylvania, Department of Transportation, Bureau
of Highway Design, Standards for Roadway Construction, RC-34.
2.
Grade adjustment rings shall be cast in place or conform to current
specifications as detailed in PennDOT Publication 72, RC-34M. The
alternate use of cast-in-place adjustment rings shall be approved
by the Township Road Foreman.
3.
Blendcrete nonshrinking grout, or equal, shall be used to grout all
pipes protruding from the structure, grout to be placed inside and
outside of structure.

1.
Roll, slant curb or vertical curb is required in all developments,
residential or nonresidential, and shall meet the following specifications:
A.
Roll Curb. (See Exhibit "D" for detail.)
(1)
Stone base shall consist of four inches compacted depth of AASHTO
No. 57 stone. Inspection and approval of the stone base is required
from the Township Road Foreman, prior to the placing of the concrete
curb.
(2)
Width of curb to be 24 inches.
(3)
Street side height of curb to be nine inches and flush with
the finished pavement.
(4)
House side height of curb to be 12 inches.
(5)
Type of material to be used is Class AA Cement Concrete - 4000-PSI
(twenty-eight-day structural design compressive strength) concrete.
(6)
Contraction joints (saw cuts) every 10 feet and at the beginning
of curb transitions for structures. Contraction joints shall be two
inches deep by 3/16 inch wide and be sealed as per the latest version
of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 501.3(n).
(7)
Expansion joints every 50 feet, at structures and at the end
of workday. Expansion joints shall be the full cross-section area
of the curb and be 3/4 inch wide and be sealed with 3/4 inch premolded
expansion joint material for the full cross-sectional area of the
curb. Premolded expansion joint material shall conform to the latest
version of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 705.1.
(8)
Curbing shall be free of any stress cracks or any other deformities.
(9)
After installation of the curbing, no borings or cuts can be
made by the developer without permission of North Lebanon Township.
To allow verification of proper restoration, the Road Foreman, or
designated agent, must be present during any permitted cuts or borings.
Any cuts or borings made without Township authorization will be required
to be re-excavated, at the developer's expense, to allow verification
of proper restoration. The street system will not be accepted unless
inspections are made and approval is granted by North Lebanon Township.
(10)
When wearing course is placed adjacent to curbs to form a bituminous
gutter, seal with hot bituminous material of the class and type designated
for the wearing course, extending six inches from the curb, applied
evenly.
A similar seal shall be provided along the wearing course contact
with structures such as manholes, inlets, etc. Seal materials shall
conform to the latest version of the Commonwealth of Pennsylvania,
Department of Transportation, Specifications, Publication 408, Section
401.3(g).
B.
Slant Curb. (See Exhibit "E" for detail.)
(1)
Stone base shall consist of four inches compacted depth of AASHTO
No. 57 stone. Inspection and approval of the stone base is required
from the Township Road Foreman, prior to the placing of the concrete
curb.
(2)
Width of curb to be 15 inches.
(3)
Street side height of curb to be eight inches, with a finished
reveal of 1 1/2 inches.
(4)
House side height of curb to be 12 inches.
(5)
Type of material to be used is Class AA Cement Concrete - 4000-PSI
(twenty-eight-day structural design compressive strength) concrete.
(6)
Contraction joints (saw cuts) every 10 feet and at the beginning
of curb transitions for structures. Contraction joints shall be two
inches deep by 3/16 inch wide and be sealed as per the latest version
of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 501.3(n).
(7)
Expansion joints every 50 feet, at structures and at the end
of workday. Expansion joints shall be the full cross-section area
of the curb and be 3/4 inch wide and be sealed with 3/4 inch premolded
expansion joint material for the full cross-sectional area of the
curb. Premolded expansion joint material shall conform to the latest
version of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 705.1.
(8)

C.
Vertical Curb. (See Exhibits "F-1" and "F-2" for details.)

Stone base shall consist of four inches compacted depth of AASHTO
No. 57 stone. Inspection and approval of the stone base is required
from the Township Road Foreman, prior to the placing of the concrete
curb.
(2)
Width of curb to be eight inches.
(3)
Street side height of curb to be 18 inches, with a finished
reveal of eight inches. Within the eight-inch reveal, the curb transitions
from an eight-inch width to a seven-inch top width.
(4)
House side height of curb to be 18 inches.
(5)
Type of material to be used is Class AA Cement Concrete - 4000-PSI
(twenty-eight-day structural design compressive strength) concrete.
(6)
Contraction joints (saw cuts) every 10 feet and at the beginning
of curb transitions for structures. Contraction joints shall be two
inches deep by 3/16 inch wide and be sealed as per the latest version
of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 501.3(n).
(7)
Expansion joints every 50 feet, at structures and at the end
of workday. Expansion joints shall be the full cross-section area
of the curb and be 3/4 inch wide and be sealed with 3/4 inch premolded
expansion joint material for the full cross-sectional area of the
curb. Premolded expansion joint material shall conform to the latest

contact with structures such as manholes, inlets, etc. Seal materials
shall conform to the latest version of the Commonwealth of Pennsylvania,
Department of Transportation, Specifications, Publication 408, Section
401.3(g).
D.
Sealing of Concrete — Boiled Linseed Oil (AASHTO M 233).
(1)
Concrete shall be coated with a cure and seal compound immediately
after placement and finishing is completed.
(2)
Apply boiled linseed oil to the clean and dry surface of the
concrete curb as per the manufacturer's recommendations and as follows.
(3)
Allow a minimum of 28 days to elapse before applying the boiled
linseed oil to surfaces cured with a white membrane curing compound.
E.
Curb Replacement.
(1)
Remove a section of damaged curb. Minimum length of curb that
is to be removed is four feet. The section of damaged curb to be removed
shall be inspected and approved by the Township Road Foreman.
(2)
Construct new curb as specified in this section of these specifications.
(3)
Construct an expansion joint between the edges of existing curb
and the new curb.
(4)
Place expansion joint filler between the edges of the existing
curb and the new curb.

1.
Sidewalks shall be provided for all townhouse developments, multifamily
developments, and residential subdivisions containing public sewer
and/or lots of 12,000 square feet or less. Sidewalks shall connect
to nearby or adjacent sidewalks or create sufficient pedestrian connectivity
as deemed appropriate by the Township.
A.
Sidewalks width shall be a minimum of four feet.
B.
Sidewalks shall conform to the guidelines of the Federal Americans
with Disabilities Act (ADA) of 1990, enacted January 26, 2002.
C.
Cross-slope of sidewalks shall be 1/4 inch per foot, sloped towards
the curb and street.
D.
Sidewalks shall be constructed of four inches of Class AA Cement
Concrete - 4000-PSI twenty-eight-day strength plain cement concrete,
placed on a base of four-inch-deep subbase of AASHTO No. 57 stone.
Sidewalks within the width of driveways shall be constructed of six
inches of Class AA Cement Concrete - 4000-PSI twenty-eight-day strength
cement concrete reinforced with five-gage, six-inch by six-inch wire
mesh with a six-inch-deep subbase of AASHTO No. 57 stone.
E.
Expansion joints shall be provided at a minimum of twenty-foot intervals
and shall consist of 3/4 inch premolded expansion material. Contraction
joints shall be provided at a minimum of four-foot intervals.
F.
A minimum 1.5-foot grass strip shall be provided between the back
of curb and the edge of the sidewalk.
G.
Sidewalk concrete shall be coated with a cure and seal compound immediately
after placement and finishing is completed.

1.
Crosswalks are required at all street intersections and at locations
intended for pedestrian traffic to cross streets. The crosswalks shall
be coordinated with sidewalks and other pedestrian paths. Crosswalk
lines shall be solid white lines. All street markings shall conform
to the latest version of Title 67, Chapter 211, Official Traffic-Control
Devices — Publication 68.
A.
White or yellow (Type I) conventional traffic paint as per the latest
version of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 962.2. Township Inspector
required to be present during application process.
(1)
Apply with pneumatically operated equipment acceptable to PennDOT.
Do not apply with hand rollers or brushes.
(2)
Dispense paint in a wet-film thickness of 380 µm +/- 30
µm (15 mils +/- 1 mil).
(3)
Glass beads must be applied at a rate of six pounds per gallon
of paint.
(4)
Paint shall be appropriately protected from vehicular and pedestrian
traffic for a minimum of 30 minutes or until paint is dry and track
free.
(5)
Paint shall be applied to a clean dry surface. All dirt and
debris must be swept or blown from the roadway surface.
(6)
Paint shall not be applied when the air temperature is less
than 5° C. (40° F.).
B.
White or yellow cold plastic pavement marking as per the latest version
of the Commonwealth of Pennsylvania, Department of Transportation,
Specifications, Publication 408, Section 1103.14. Township Inspector
required to be present during application process.
(1)
Reflective markings consisting of a pigmented plastic, which
contains reflective glass beads uniformly distributed throughout the
entire cross-sectional area and can be applied to bituminous or concrete
pavement by means of a factory-applied, pressure-sensitive adhesive.
(2)
Glass beads as per AASHTO M247.
(3)
Apply only when surface temperature is 16° C. (60° F.)
or above.
(4)
Satisfactorily clean the roadway surface before application.
All dirt and debris must be swept or blown from the roadway surface.
(5)
Use a compatible "adhesive activator" or "primer sealer" and
apply as per the manufacturer's recommendations.
C.
White or yellow hot thermoplastic pavement marking material as per
the latest version of the Commonwealth of Pennsylvania, Department
of Transportation, Specifications, Publication 408, and Special Provision
960, and also conform to the latest version of the Commonwealth of
Pennsylvania, Department of Transportation, Title 67, Chapter 211,
Official Traffic Control Devices.
(1)
White reflective thermoplastic striping material, AASHTO M249,
alkyd binder material.
(2)
Glass beads as per AASHTO M247.
(3)
Apply only when the air temperature is between 50° F. to
90° F. and when the wind velocity is less than 20 miles per hour.
(4)
Apply using a screed/extrusion method; heat thermoplastic to
a temperature between 400° F. and 440° F. on a dry pavement
to a uniform thickness of 90 mils.
(5)
For adhesion, provide required satisfactory cleaning of the
road surface and necessary pretreatment, which includes a primer sealer
recommended by the thermoplastic manufacturer on all portland cement
concrete surfaces and on all bituminous surfaces that are two or more
years old.

1.
Driveways shall conform to the design requirements of the latest
version of the Commonwealth of Pennsylvania, Pennsylvania Code, Title
67 Transportation, Department of Transportation, Chapter 441 and as
follows:
A.
Driveways shall conform to the standards shown in Exhibits "G" and
"H".
B.
Driveways must be located to provide adequate site distance to allow
for safe movement into and out of the driveway.
C.
Driveways shall not create a hazard or impair traffic movement within
the street.
D.
Driveways shall be positioned at right angles to the roadway center
line.
E.
Driveways shall provide for the continued conveyance of the roadway
stormwater.
F.
Driveways shall not be located at any stormwater inlets.
G.
Driveways shall be provided with a culvert as required to convey
off-street stormwater. Any pipe required to be installed by the developer
or homeowner must be sized appropriately and certified by a professional
engineer and approved by the County or Township Engineer prior to
installation.
H.
Driveways shall be paved a minimum of 15 feet beyond the edge of
the roadway.
I.
Contractors installing driveways shall have the following insurance
coverage.
(1)
General Liability Insurance:
Bodily Injury - $1,000,000
Property Damage - $500,000
(2)
Automotive:
Bodily Injury - $1,000,000
Property Damage - $500,000
(3)
Worker's Compensation where applicable.
(4)
When blasting is required:
Bodily Injury - $1,000,000
Property Damage - $500,000
(5)
The Township must be listed as additional insured and a "Certificate
of Insurance" must be provided to the Township office by the insurance
agent for the contractor.

1.
When working within the North Lebanon Township right-of-way, all
openings and obstructions (above ground) require a permit and must
be completed in accordance with Township specifications. Permit, bonding
and insurance certificates are required per Township ordinance. This
shall apply to any right-of-way intended to be dedicated to the Township,
regardless of whether in binder course only or both binder and wearing
course. The contractor or party responsible for the repair has two
options (See Exhibit "I"):

With either option the contractor, or responsible party, can be required
to return at any time during two years minimum, following the initial
work, to correct any deficiencies in accordance with the Township
specifications and the recommendations of the Township Roadmaster
or Board of Supervisors. Failure to correct any deficiencies within
five days of notification will result in the Township performing the
corrections and billing the responsible party. Special agreements
may be required for unique circumstances at the discretion of the
Board of Supervisors, which would override these maintenance requirements.
3.
Excavation - Temporary/Permanent. In addition to the trench, excavations
should include the removal of the existing paved surfaces nine inches
back from the sides of the trench exposing undisturbed subgrade. The
present road shall be cut or sawed in a neat straight line to the
bottom of the existing base course. The detached material shall be
removed. NOTE: The nine-inch cutback is mandatory for all trenches.
4.
Backfill - Temporary/Permanent. The trench must be backfilled with
2A or fine material (Type A or better stone meeting the requirements
for No. 1 aggregate) around the pipe to six inches above the pipe
or as required by other specifications (water, sewer, or gas) and
approved by the Township.
5.
Compaction - Temporary/Permanent. Materials used for backfill must
be 2A Modified and mechanically tamped in layers of 10 inches or less.
6.
Wearing and Binder - Permanent. The permanent binder and surface
course shall be placed in accordance with the depths of existing bituminous
surface. However, in no case shall the binder course be less than
four inches 25 mm Superpave 0.3 < 3 ESALS (after compaction) and
the wearing course be less than 1 1/2 inches 9.5 mm Superpave
0.3 < 3 EASLS (after compaction); SRL to be based on ADT. Binder
course may not be installed in more than two-inch increments. Paving
seams must be sealed. For nonresidential streets, the Township shall
determine EASLS according to traffic level.
7.
Identification - Temporary/Permanent. After the repair has been installed,
the street cut should be identified by the use of a one-foot painted
square, with durable wear-resistant paint. Street cuts should be coded
according to use: blue for water, yellow for gas or petroleum, red
for electric, orange for communications, and green for sewers. The
trench should be sprayed with the month, day, and year when the permanent
repair was completed.
8.
All materials and equipment shall be in conformance with the latest
revision of PennDOT Form 408.
Any excavation in the North Lebanon Township right-of-way must
be scheduled with the Road Foreman (273-7132) prior to commencement
of work. Any work done without the prior approval from North Lebanon
Township will be subject to the Road Foreman's discretion for acceptance.
The Road Foreman or designee must be notified of start date and must
be on site during all stone fill operations, paving of binder and
wearing course, in order to sign off on street cut permit.

2.
Any items and/or materials excluded from these specifications shall
fall under the procedures and the requirements as set forth by the
latest PennDOT, Publication 408, Specifications, 2003, and all agencies,
societies, regulations, codes, and specifications referenced therein.
3.
When a revised or new traffic signal is required, the developer shall
submit the following information to the municipality.
A.
Type of controller.
B.
Master controller type (coordinated system).
C.
System software (coordinated system).
D.
Controller cabinet size (to include uninterruptible power supply,
coordinated system components, police panel, cabinet light, exhaust
fan, roof vent, surge protection devices, etc.).
E.
Uninterruptible power supply (battery backup unit that will automatically
switch to battery power unit when the incoming power is interrupted),
the unit to maintain all operating conditions upon loss of utility
power or when utility voltage falls below or goes above preset limits
specified by TS-2 specifications. No user intervention is to be required.
One-thousand-watt continuous AC power is to be supplied to insure
continuous operation for a minimum of three hours for all operational
nodes of the traffic control equipment during these events. Supply
adequate number of batteries to insure required operations.
F.
A generator transfer switch shall be furnished and installed on the
controller cabinet to aid when power is out for a longer period than
three hours. A fifteen-foot power cord must be supplied for generator
hookup.
G.
Pre-emption make and model to be compatible with existing devices
and equipment of emergency services equipment; to include remitters
for emergency services equipment. Conduct operation testing of pre-emption
using a Township emergency vehicle under the supervision of the Engineer
and/or Township Roadmaster. Realign equipment as necessary to provide
for proper installation and operation.
H.
Signal supports (stainless steel).
I.
Signal Heads with LEDs. The LED module must have a homogenous look
similar to an incandescent lamp. LEDs that appear pixelated will not
be acceptable - no exceptions.
J.
Electrical details (conduits, cabling, junction boxes, etc.).
K.
Street name signs and mounting hardware to be provided at the location
and direction of Road Master.
L.
Furnish and install hot thermoplastic pavement markings and paint
pavement markings as indicated on the approved traffic signal plan.
Remove all conflicting markings, as required.
M.
Furnish and install fold-down stop signs to be provided for all directions
of travel. Furnish and install any other signs approved on the traffic
signal plan.
N.
Furnish and install LED luminaires, luminaire bracket arms, and electrical
system components necessary for the operational highway lighting system
illustrated on the traffic signal plan.
O.
As-built drawings, including traffic loops, must be supplied in triplicate
hard copy and .DWG file to the Township upon completion and approval
of the signal by PennDOT and prior to the reduction of bonding.

Details regarding the placement of traffic signs shall be shown on
all plans submitted for review. Placement specifications shall coincide
with the engineering and traffic study data, Title 67 of the PennDOT
Rules and Regulations, and the MUTCD.
A.
All traffic control signs installed shall be 0.080 aluminum with
high retro-reflective type 3, or prismatic reflective sheeting, unless
otherwise noted. All signs shall be installed on galvanized breakaway
post at two pounds per foot. All signs shall be installed by the Township
and cost of material and labor invoiced to the developer, which is
payable within 20 days of receipt. All materials to be purchased through
the Township supplier.

B.
Installation of Signs.
(1)
The height requirements for signs in business, commercial and
residential districts when parking or pedestrian movement is likely
to occur or when there are other obstructions to view: The clearance
to the bottom of the sign shall be at least seven feet.
(2)
Temporary stop signs are required at all locations where permanent
stop signs are required. The temporary stop signs must be installed
by the developer immediately following initial road cut. This will
provide awareness of traffic patterns to any person working or delivering
within the development.
C.
Lateral Clearance.
(1)
A clearance of two feet from the back (house side) face curb
and one foot from the edge of sidewalk.
(2)
Erection of signs should be mounted approximately at right angles
to the direction of, and facing, traffic that they are intended to
serve. At curved alignments, the angle or placement should be determined
by the course of approaching traffic rather than by roadway edge at
the point where the sign is located. Sign faces normally are vertical,
but on grades it may be desirable to tilt a sign forward or back from
the vertical to improve the viewing angle.
(3)
Requirements for posts and mounting sign posts and their foundations
and sign mounting shall be so constructed as to hold signs in proper
and permanent position to resist swaying by the wind or displacement
by vandalism. Sign supports should be of a breakaway type. Concrete
basis for sign supports should be flush with ground level.
D.
Street Signs.
(1)
Street signs shall be white letters on green background, with
double-blade, single-sided printing on 0.080-inch, retro-reflective
aluminum. Letter size shall be minimum six inches high, blank to be
eight inches. The post shall be 2 1/2-inch square breakaway style
posts, galvanized, 10 feet long.
(2)
Mounting hardware for signs shall be:
(a)
Nuts, bolts, rivets, and spacers to mount two blades or four
blades to a square post.
(3)
Street signs must be located at all intersections with all street
names.
(4)
Size of street signs can range from eight inches by 18 inches
to eight inches by 48 inches and requires approval from the Road Foreman
prior to installation.
(5)
The developer must supply the Township with one inventory sign
for each street name and one speed limit and stop sign.

1.
When required by the Township, all streetlights will be installed
by Met-Ed (First Energy) with the developer paying for all the material
and labor cost. The developer must use the colonial style post top
and pole offered by Met-Ed (First Energy). Met-Ed (First Energy) still
owns and maintains the system. A minimum ninety-watt LED light is
required. The lights shall be shown on the subdivision plan at intervals
of not more than 200 feet and are subject to approval by Met-Ed (First
Energy) and the Township. A separate sheet shall reflect the proposed
streetlight layout with distances between lights shown and lot widths
at curb to determine future streetlight assessment costs.
2.
It is Met-Ed's policy to energize the lights upon installation in
North Lebanon Township. The developer will be responsible for all
costs, including energy costs, until such time as the street is dedicated
and accepted by the Township. Streetlight assessment is based on front
foot assessment.
3.
The developer is required to provide a locking mechanism at the box
that houses the switch for the streetlight(s). The locking mechanism
must be approved by the Roadmaster of North Lebanon Township prior
to installation.
4.
As-built drawings are required for all streetlights, wiring and disconnect
switches.

1.
It shall be the responsibility of the developer to purchase and install
fire hydrant markers for all newly installed fire hydrants per Township
requirements.
2.
Spring-equipped fire hydrant markers shall be five feet in height
with 3/8 inch diameter marker pole with reflective red/white striping.
Marker must be corrosion-resistant and have high visibility and bend
strength. MIL-SPEC steel "L-Bracket" with polyurethane coating for
hydrant flange bolt mounting. Markers can be purchased from Township
stock or developer can provide marker of equal quality, as approved
by the Township Roadmaster.
3.
Hydrants in intersections or other critical areas shall include a
four-inch by five-inch mini flag, which is made of white UV-protected,
exterior-grade PVC and striped with red reflective tape. Mini flags
mount to the 3/8 inch marker poles using an integral screw-tightening
clamp.

All catch basins located in Township R-O-W must be marked with high-performance
preformed thermoplastic markings. Two lay combination with blue/white
contrast. Bottom thermoplastic is blue with top layer white. Markings
to say "NO DUMPING!" on first line and "DRAINS TO BAY" on second line.
Or, "NO DUMPING!" on first line and "INTO STORM DRAIN" on second line.
A combination of both is acceptable and is at the discretion of the
Township.
A.
Pre-mark® PLUS storm drain marking, or equal. Size: 29 inches
by five inches.

and disconnect switches, stormwater pipe, catch basins, and all appurtenances
associated with improvements located in the development. These drawings
must be in a "DWG" file or an electronic file approved by the Township.

Contractors must keep streets, dedicated and undedicated, free of
construction equipment, materials and debris. Streets shall not be
used for the storage of materials during site construction.
2.
If it is necessary to place or store construction material, equipment,
dumpsters, etc., in the street, this obstacle must be clearly marked
with working blinking barricade(s). If the contractor fails to do
so, there will be a separate penalty established by the Board of Supervisors.
The Board of Supervisors shall be able to have the area properly marked
and barricaded and to have the costs and penalty paid from the bond
posted with Lebanon County Planning Department (County Commissioners)
and/or Township.

Any deviations from these regulations must be requested by the
developer or his agent in writing and approved by the North Lebanon
Township Board of Supervisors. Any deviations approved by the Board
of Supervisors must be listed on the preliminary and final plan if
prior to recording.
