Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

1. 
Except as provided in Subsection 2, the following vehicles and equipment shall be prohibited from parking on any public street or alley in the PD-1 Planned Development, R-1 Residential, and R-2 Residential Zoning Districts of the Borough:
A. 
Any truck (except a pickup truck), camper or similar recreational vehicle, bus, or similar vehicle, if it exceeds any of the following dimensions:
(1) 
Weight: 10,000 pounds.
(2) 
Length: 23 feet.
(3) 
Height: nine feet five inches.
(4) 
Width: eight feet eight inches.
B. 
Any vehicle with an attached tow-behind trailer, including, but not limited to, cargo, utility, pop-up camper, other camper, boat, and landscaping equipment trailer; or any such tow-behind trailer that is not attached to a vehicle.
2. 
The owner of a camper, camper trailer, or similar personal recreational vehicle may park such vehicle on the street in proximity to his/her residence for a period of time not exceeding 48 hours for the purpose of preparing such vehicle for use off site.

It shall be unlawful for any person to stop, stand or park a vehicle on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted Monday through Saturday, between the hours of 9:00 a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary for the loading or unloading, but not to exceed 15 minutes.

No person shall park or leave unattended a vehicle on property owned by another without the consent of that owner or other person in control or possession of that property except in the case of emergency or disablement of the vehicle; in which case the operator shall arrange for the removal of the vehicle as soon as possible.
2. 
The provisions of this section shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions and the operator of the vehicle violates such posted restrictions. For the purposes of this section "private parking lot" means a parking lot open to the public or used for parking without charge; or, a parking lot used for parking with charge.

It shall be unlawful for any vehicle, including tow-behind devices, or a portion thereof, to be positioned, located or parked for any period of time, whether attended or unattended, on or over a sidewalk, curb, the grass or planted area between a curb and sidewalk, or any other place not specifically designated as an authorized parking location, whether signed or unsigned. This prohibition shall include that portion of any driveway or other means of access or passage that functions as a sidewalk. Such prohibition may be waived pursuant to the Oxford Borough Snow Removal Policy whereby vehicles must be removed from the street and no alternative exists to using the sidewalk portion of a driveway or other means of access for temporary parking. In such instance, the vehicle shall be removed from the sidewalk, driveway or other means of access as storm conditions and the progress of snow removal from the street allow.
2. 
It shall be unlawful for any vehicle, including tow-behind devices, to be positioned, located, parked or operated in a manner that results in dirt, mud, stones, debris or other foreign matter being deposited on any sidewalk, curb, access way, street or alley. This prohibition shall include that portion of any driveway or other means of access that functions as a sidewalk.

Accessible Parking Space. An accessible parking space shall be defined as a parking space set aside for persons with disabilities which limit or impair the ability to walk. Such space, whether on private property or a public street, shall be signed and marked in accordance with the terms of the Oxford Borough Code of Ordinances and shall be limited to those vehicles which prominently display a handicapped parking identification tag or license plate issued by the state of registration of the vehicle.
2. 
Designated Spaces on Borough Streets.
A. 
The locations designated as accessible parking spaces in the Borough of Oxford shall be established by resolution adopted by Borough Council. It shall be unlawful for any person to park a vehicle or allow it to remain parked in any such space, except as specifically provided under the terms of this section.

B. 
Application Procedure and Designation of Accessible Parking Space.

(1) 
A party seeking a designated accessible parking space shall make application to the Parking Department at Borough Hall and shall document the need for a designated on-street space due to inadequate off-street parking serving the property and a physical disability that limits or impairs the ability to walk. Documentation of the disability shall be in the form of a handicapped registration plate, a handicapped parking placard, a disabled veteran registration plate, or a disabled veteran placard.
(2) 
Any such request shall be reviewed by the Borough Public Works Department to ensure that creation of such space will not create negative impacts in terms of neighborhood parking or traffic flow and that off-street parking on the applicant's property does not adequately meet his/her needs for access to the property. The Public Works Director shall report the results of this review to the Parking Department and Borough Manager for review.
(3) 
If the Public Works Director and Borough Manager are in support of the request for a designated on-street parking space, the Borough Manager shall make a recommendation to that effect to Borough Council. Borough Council shall consider such recommendation and, if approved, adopt a resolution establishing and designating the area exclusively reserved for parking by handicapped individuals. Any approved space shall be designated by signage and/or pavement marking.
(4) 
The information provided on the application for designated accessible parking space shall be updated by the applicant on or before January 30 each year after issuance of the designated space.
C. 
Any person who violates this section by unlawfully parking in an accessible parking space shall, upon conviction, be sentenced to pay a fine of $100, plus costs.

1. 
Two-Way Streets. Every vehicle parked upon a two-way street within the Borough shall be positioned parallel to and with the right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.
2. 
One-Way Streets. Every vehicle parked upon a one-way street within the Borough shall be positioned parallel to the curb or edge of the street in the direction of authorized traffic movement with its right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder, or with its left-hand wheels within 12 inches of the left-hand curb or, in the absence of a curb, as close as practicable to the left edge of the left-hand shoulder.
3. 
Any person who violates this section shall, upon conviction, be sentenced to pay a fine of $15, plus costs.

No vehicle shall be parked on any lot except when located in a parking space (A) as defined by the Oxford Borough Zoning Ordinance [Chapter 27], and (B) that is consistent with the terms of that ordinance and this chapter.

Unless otherwise stated herein, any person who violates any provision of this Part shall, upon conviction, be sentenced to pay a $25 fine, plus costs.
