As used in this Part, the following terms shall have the meanings
indicated:
PARK
The open space, both active and passive, as well as playgrounds
and other recreational facilities owned and/or operated by the Borough
of Hatfield.
PARK SYSTEM
All lands owned or designed by Hatfield Borough to be used
for any type of recreational purpose or activity. The said lands shall
include, but not be limited to, detention basins, park areas, open
space land areas, pipe easements, but shall not include areas on which
principal municipal buildings are located.
REMAIN
To loiter, idle, wander, stroll or play in or upon.

It shall be unlawful for any person to remain in or upon the
parks between dusk and dawn. During this period of time parks shall
be closed to the public. The hours may be extended with previous approval
by the Hatfield Borough Manager or Borough Council.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a Magisterial District Judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this Part continues
or each section of this Part which shall be found to have been violated
shall constitute a separate offense.

Where there are special events, programs and functions by properly
organized and supervised organizations which have been granted permission
by the Borough to conduct same, this curfew and prohibition of remaining
in the parks shall not apply, at the discretion of the Chief of Police.

1. The below listed rules and regulations shall apply to the Hatfield
Borough park system:
A. No person shall enter or leave a Borough park except by the entrances
provided for that purpose.
B. No person shall stand or lie on benches or tables in a Borough park.
C. No person shall enter a toilet set apart for the use of the opposite
sex located within the park system.
D. No illegal drugs shall be sold, possessed, distributed or consumed
within the park system. No intoxicating beverages shall be consumed
in the park system except as specifically permitted by the Borough
Manager or Borough Council.
E. No intoxicated person or persons under the influence of illegal drugs
shall be permitted in a Borough park.
F. No gambling or obscene or indecent act shall be allowed in the park
system.
G. No abusive, indecent or threatening language or conduct shall be
allowed in the park system.
H. Panhandling is prohibited in a Borough park.
I. No animals shall be permitted in a Borough park except:
(1)
Dogs are permitted on a leash and under the control of a handler.
(2)
Dog waste must be cleaned up and disposed of in a waste container
by the handler.
J. No person shall sell or expose for sale any tickets of any kind or
expose any articles for sale in a Borough park, unless previously
approved by the Hatfield Borough Manager or Borough Council.
K. No person shall discharge any fireworks in a Borough park, unless
previously approved by the Hatfield Borough Manager or Borough Council.
L. No person shall operate a minibike or snowmobile in any area of a
Borough park. No person shall park an automobile or any other vehicle
on the grass, in any roadway or section of ground except in spaces
definitely allocated for parking purposes. In addition, no person
shall operate any form of motorized vehicle in any area of the park
system unless specifically authorized by the Hatfield Borough Manager
or Borough Council.
M. No person or persons shall occupy a parked vehicle on the grounds
of or in the parking lot of a Borough park between dusk and dawn.
N. No person shall, in any way, injure or foul any building, equipment
or water within the park system.
O. Except as otherwise permitted under state law, no person shall carry
firearms, or bows and arrows in the park system or throw stones within
the park system.
P. No person shall throw any dead animals or offensive matter or substance
of any kind within the boundaries of the park system.
Q. No person shall scatter, drop or leave in any portion of the park
system, except in the receptacles provided for the purpose, any piece
of paper, rag, garbage, dead flowers, glass, tin container or other
rubbish.
R. No person shall injure, deface or destroy any notices, rules or regulations
for the governing of the park system posted or in any other manner
permanently fixed within the limits of the same.
S. No placard, advertisement, public notice or personal card, except
park notices, rules and regulations, shall be distributed, posted
or affixed in any manner in the park system unless specifically authorized
by Hatfield Borough Manager or Borough Council.
T. No person shall annoy, strike, injure, maim or kill any birds or
animals in the park system.
U. No person shall disturb or feed the water fowl in the streams, pools
or ponds, or birds, nest or eggs in any part of the park system except
as specifically authorized by the Borough Manager or Borough Council.
V. No person shall remove, disturb, interfere with or take any of the
blossoms or fruit growing from trees, shrubs or bushes in the park
system.
W. No person shall climb any tree or break, cut down, trample upon,
or remove, or in any manner injure or deface any ornament, tree, plant,
shrub, fern, flower, flower bed, turf or any of the buildings, fence,
rock or stone within the park system, or pick or carry away any fern
or flower except violets, buttercups, daisies or dandelions within
the park system.
X. No person shall light or permit a fire to burn in the park system.
Y. No person shall conduct any musical or theatrical entertainment in
the park system unless previously approved by Hatfield Borough Manager
or Borough Council.
Z. No gathering or meeting of any kind assembled through advertisement
shall be permitted in the park system unless previously approved by
Hatfield Borough Manager or Borough Council. Meetings or gatherings
for political or industrial purposes are not permitted.
AA. No person, except as herein before provided, shall be allowed in
a Borough park except between dawn and dusk. The hours may be extended
with previous approval by the Hatfield Borough Manager or Borough
Council.
BB. No groups or parties in excess of 25 persons shall occupy a Borough
park unless a permit has been secured and approved for such occupancy
from the Borough office.
CC. No automobile or other vehicle shall exceed the speed of 15 miles
per hour in a Borough park.
DD. No person or group of persons shall be permitted to loiter on or
in the premises of a Borough park or to annoy or disturb, in any manner,
any person while on the park premises.
EE. No vehicle shall be allowed to remain parked on the grounds of or
in the parking lot of a Borough park between dusk and dawn. The hours
may be extended with previous approval by the Hatfield Borough Manager
or Borough Council.
