1. 
It is the intent of these regulations to:
A. 
Ensure that institutions are suitably designed and sited so as to protect the character of adjacent neighborhoods.
B. 
Ensure that institutional development will take place only when served by adequate public facilities and services.
C. 
Provide appropriate standards for the expansion of existing institutional uses in the Borough.
D. 
Provide for reasonable alternative uses when existing institutional uses are discontinued.

1. 
The following uses shall be permitted as special exceptions in all districts. An existing institutional use may be expanded in accordance with the dimensional standards specified in § 27-1904, but may not be changed to another institutional use without submitting another special exception application:
A. 
On lots with a minimum area of 20,000 square feet and a minimum width of 75 feet, the following uses are permitted:
(1) 
Churches, chapels, and other places of worship, and their adjunct residential dwellings.
(2) 
Municipal and government uses.
(3) 
Fire and ambulance companies and other rescue services.
(4) 
Community centers, libraries and museums.
(5) 
Public or private nonprofit parks and recreational facilities.
(6) 
Customary accessory uses, including staff offices.
B. 
On lots with a minimum area of 40,000 square feet and a minimum width of 100 feet, the following uses are permitted:
(1) 
Any use listed under Subsection 1.A, above.
(2) 
Public or private educational institutions.
(3) 
Cemeteries.
(4) 
Medical and surgical hospitals or clinics, convalescent homes, and other health care facilities of a similar nature.
(5) 
Retirement communities, nursing homes, personal care facilities, and similar uses providing elderly care.
(6) 
Institutional headquarters for educational, fraternal, professional, religious and other nonprofit organizations.
(7) 
Customary accessory uses, including staff offices.

1. 
The Zoning Hearing Board shall consider the following criteria in evaluating a special exception application, in accordance with the procedures of § 27-611, Subsection 2, of this chapter:
A. 
Scale. The scale and character of the institution shall be relatively compatible with that of the surrounding area.
B. 
Traffic. The existing road system must be able to accommodate the peak traffic generated by the institution in a safe and efficient manner. Existing residential areas shall not be infringed upon by significant volumes of traffic from the proposed facilities. In order to evaluate this factor, the Borough may request a traffic study (as specified herein).
C. 
Preservation of Existing Buildings. Where a building constructed' prior to 1940 exists on the lot, it shall be preserved where feasible. If such a building is proposed for removal, the applicant must demonstrate that preservation of the building is physically or economically infeasible.

1. 
Access. A planned system of traffic circulation shall be required, to minimize any interference with traffic flow on surrounding roads.
2. 
Parking. Parking shall be provided in compliance with Part 10 of this chapter.
3. 
Landscaping. Landscaped buffers shall be provided along all property boundaries in compliance with § 22-420, Subsection 1.C, of the Subdivision and Land Development Ordinance (Chapter 22).
4. 
Lighting. Lighting shall be arranged in a manner which will protect adjacent highways and neighboring properties from direct glare.
