The administrative services of the City shall be under the Mayor
and be comprised of the following departments and heads thereof, and
such other departments and heads as may be created by amendments to
this Code:

All department directors shall be appointed by the Mayor (see
Article 5 of the City of Lebanon Home Rule Charter).
The Chief of Police and Fire Commissioner shall be selected
and appointed by the Mayor and shall serve at the pleasure of the
Mayor unless Council, by a majority vote within 30 days of said appointment,
rejects the appointee.

Department Directors, under the direction of the Mayor, shall:
(a) Direct, personally and through subordinates the performance of all
functions, duties and operations assigned to and required of the department
and its subordinate units by law, the charter, or ordinance and such
other activities as may be required by the Mayor which are not in
conflict with law, the charter, or ordinance;
(b) Develop and prescribe the internal organization of the department
and its subordinate units, subject to the approval of the Mayor, and
in accordance with applicable provisions of law, the charter, or ordinance;
(c) Assign duties and responsibilities to subordinate officers and employees
within the department and modify those assignments consistent with
and in response to the changing exigencies of service, subject to
the approval of the Mayor.
(d) Develop and prescribe, in written form, an administrative manual
for the department, subject to the approval of the Mayor and recorded
with the City Clerk;
(e) Prepare and submit departmental budget requests in accordance with
schedules, forms, and policies as prescribed by the Mayor;
(f) Prepare and submit reports prescribed by the Mayor;
(g) Cooperate with and furnish to any department or unit of the City
any information, service, labor, material and equipment that may be
necessary to perform a municipal function;
(h) Be aware of and coordinate the activities of the department with
appropriate area-wide, regional and intergovernmental programs; keep
the Mayor informed of the activities and policies of such programs
as they affect the department or the municipality; and to make analyses
and recommendations regarding such activities and policies when appropriate;
(i) Administer and evaluate intergovernmental contracts and agreements
as these relate to department functions;
(j) Develop and maintain appropriate internal administrative and budgetary
controls and productivity and performance standards to assure maximum
levels of quality and quantity of service within budgetary limitations;
(k) Keep abreast of developments in administrative policies, management
techniques, technological advances and make recommendations to the
Mayor concerning council manic action or administrative regulations
for the utilization of those policies, techniques and technologies
deemed to be in the best interests of the department and City;
(l) Keep abreast of all laws and municipal ordinances and administrative
regulations relating to the functions of the department;
(m) Serve as a member of any committee or as a staff officer or provide
staff services to any authority, board or commission to which the
department director may be assigned by the Mayor or this article;
(n) Develop personnel planning and employee development policies for
the department, including the planning and execution of appropriate
training and education programs;
(o) Establish and enforce rules and regulations for the use of municipal
facilities and services and issue such licenses and permits as may
be required by ordinance;
(p) Develop and recommend to the Mayor rate structures for those services
for which user fees are charged; and
(q) Provide information and assistance to the Council in the research
and formulation of legislation.

(a) Function. The Department of Administration shall be responsible for
performing staff functions for the Mayor and assisting departments
and other units of the Municipality in carrying out their duties.
(b) Department Director. The Department of Administration shall be headed
by a Director who shall be responsible to the Mayor for the performance
of the function of the department.
(c) Duties. The duties of the Director shall be to:
(1)
Administer the personnel system of the municipality subject
to the provisions of law, the charter or ordinance including such
matters as:
A.
Recruiting and selecting persons for municipal employment;
B.
Developing and maintaining the Position Classification and Pay
Plan;
C.
Participating in and administering labor relations programs,
including conducting contract negotiations, contract administration
and related programs;
D.
Developing and maintaining personnel rules and regulations;
E.
Assisting departments in developing and conducting employee
training and development programs;
F.
Assisting departments in preparing personnel planning programs;
G.
Developing and maintaining records reflecting all aspects of
the service of municipal employees;
H.
Provide custody of fidelity bonds for officers and employees,
except his or her own, which shall be in the custody of the Mayor,
and provide custody of all deeds, mortgages, contracts, judgments,
notes, debts, securities, bonds, insurance policies and other forms
of negotiable instruments owned by the municipality; and
I.
Supervise the lease, rental, sale or other use of property not
used by other municipal unites.
(2)
Provide assistance to the Mayor in the development of operating
budgets, long-term fiscal programs and related budgetary and administrative
analyses including:
A.
Developing a budget calendar, forms and procedures subject to
the provisions of law, the charter or ordinance;
B.
Participating in budget analyses and hearings relative to budget
requests, budget amendments and budget allocations;
C.
Maintaining budget expenditure control during the course of
the fiscal year and keeping the Mayor informed on the progress and
developments of plans, policies and programs as they relate to the
budget;
D.
Reviewing, analyzing and recommending improvements in the administrative
organization and procedures throughout the municipality;
E.
Assisting departments and other units of the municipality in
the development of administrative manuals and in the solution of administrative
and organizational problems; and
F.
Performing such research and studies as the Mayor may direct.
(3)
Provide assistance to the Mayor in the area of recreation programs
as follows:
A.
Organize, equip and conduct recreation programs for all citizens
of the municipality.

(a) Function. The Department of Police shall be responsible for the protection
of persons and property within the City against crime.
(b) Department Director. The Department shall be headed by a Chief who
shall be responsible to the Mayor for the performance of the function
of the Department.
(c) Duties. The duties of the Department shall be to:
(1)
Prevent crimes against persons and property;
(2)
Enforce all criminal laws and ordinances;
(3)
Detect and apprehend offenders and suspected persons;
(4)
Maintain records and files of crimes and criminals;
(5)
Operate facilities for the safekeeping of prisoners;
(6)
Develop and conduct community relations and education programs;
(7)
Operate and maintain the police radio and other municipal radio
and emergency communication systems as may be assigned to the Department
by the Mayor; and
(8)
Maintain records and logs relating to radio and emergency communication
systems as are required by law.

The Police Department shall consist of police officers regularly
employed, and as many other temporary employees as may be required,
who shall be paid for special duty by the hour or day.

The Police Department shall be at the order and direction of
the Mayor and shall be of such number as from time to time may be
necessary, not exceeding 47 members.

There is hereby established within the Police Department the
following Table of Organization:
(b) One Captain, who shall also act as the Assistant Chief of Police.
(c) Two Lieutenants to be assigned at the discretion of the Chief of
Police, with the approval of the Mayor.
(d) Five Sergeants to be assigned at the discretion of the Chief of Police,
with the approval of the Mayor.
(e) Patrol Officers, not exceeding 38.

(a) Appointments to vacancies for patrolman in the Police Department
shall be filled in accordance with civil service provisions. The probationary
period for newly appointed police officers shall be a period of two
years.
(b) Appointments to vacancies for patrolman in the Detective Division,
Sergeant, Lieutenant, Captain or Chief shall be made at the discretion
of the Mayor. Examinations for such positions may be given at the
discretion of the Mayor. The probationary period for newly promoted
police officers shall be a period of two years.

(a) Procedure. The following procedure is hereby established for the
request of criminal history record information from the Police Department:
(1)
All requests for criminal history record information shall be
submitted in writing to the Department not less than 30 days before
the information is required.
(2)
All such requests shall be hand-delivered to the Department
and shall specify the reason the information is required.
(3)
All persons requesting criminal history information shall furnish
proper identification to the Department and shall also secure the
information in person not sooner than 30 days after the request is
filed.
(b) Fee. A fee of $10 is hereby established for each request for criminal
history record information made by an individual or agency other than
a law enforcement agency. Such fee shall be paid to the Department
at the time the request is filed, and shall be paid either by cashier's
check, certified check, money order or cash.

(a) Function. The Department of Public Safety shall be responsible for
the protection of persons and property within the municipality and
the enforcement of applicable laws, ordinances, codes and regulations.
(b) The Department of Public Safety shall be directly responsible to
the Mayor for the performance of the function of the department.
(c) Duties. The duties of the Department shall be to:
(1)
Provide fire protection services to:
A.
Prevent and extinguish fires;
B.
Identify, remove and control fire hazards;
C.
Enforce applicable laws, codes and other ordinances, rules and
regulations relating to fires and fire hazards;
D.
Maintain records relating to fires and fire hazards;
E.
Conduct investigations, in cooperation with appropriate police
authorities, into suspected crimes relating to fire;
F.
Develop and conduct community relations and education programs.
(2)
Provide code enforcement programs to:
A.
Enforce fire, housing, property maintenance, health, sanitation,
and such other related structural codes as may be enacted by law or
ordinance;
B.
Issue such licenses and permits as may be required by ordinance;
and
C.
Serve as secretariat to the following appeal boards: Housing,
Electrical, and Fire Prevention.
(3)
Provide police services to:
A.
Prevent crimes against persons and property;
B.
Enforce all criminal laws and ordinances;
C.
Detect and apprehend offenders and suspected persons;
D.
Maintain records and files of crimes and criminals;
E.
Operate facilities for the safekeeping of prisoners;
F.
Develop and conduct community relations and education programs;
G.
Operate and maintain the police radio and other municipal radio
and emergency communication systems as may be assigned to the department
by the Mayor; and
H.
Maintain records and logs relating to radio and emergency communication
systems as are required by law.

(a) Function. The Department of Public Works shall be responsible for
the design, construction, operation and maintenance of those physical
structures, facilities, grounds, and improvements that are owned and/or
maintained by the City to house governmental functions; administer
the provisions of water and waste disposal; and enforce the Zoning,
Building, Plumbing, Heating and Electrical Codes.
(b) Department Director. The Department of Public Works shall be headed
by a Director who shall be responsible to the Mayor for the performance
of the function of the department.
(c) Duties. The duties of the Department shall be to:
(1)
Provide engineering services for the City;
(2)
Construct and maintain the streets, bridges, curbs and gutters
of the City, including the provision of street cleaning, snow removal
and ice control services;
(3)
Construct and maintain storm and sanitary sewer structures,
facilities and appurtenances;
(4)
Construct, operate and maintain public wastewater treatment
and disposal structures, facilities and appurtenances;
(5)
Construct, operate and maintain water supply, production and
distribution structures, facilities and appurtenances;
(6)
Install and maintain traffic control devices and directional
signs and signals, street name signs and parking meters;
(7)
Provide for inspection and related procedures to assure proper
maintenance and repair of sidewalks in accordance with municipal ordinances;
(8)
Repair and maintain all municipal vehicles except those vehicles
whose repair and maintenance is specifically provided for elsewhere
in this code;
(9)
Plan, develop, design and administer in cooperation with other
appropriate departments and agencies of other governments, expansion
and modification of facilities for which the Department is responsible;
(10)
Preparing and evaluating standards and specifications for materials,
services and equipment;
(11)
Purchasing materials, services and equipment for the Municipality;
(12)
Storing materials and equipment not delivered directly to the
departments and other units of the Municipality; and
(13)
Determining whether materials, services and equipment purchased
meet specifications.
(14)
Construct, maintain and provide for custodial services for municipal
buildings, parks, and other city property.
(15)
Plan, develop, design and administer, in cooperation with other
appropriate municipal departments, municipal park and recreation facilities
owned, acquired or designated by the municipality; and
(16)
Provide code enforcement programs to:
A.
Enforce building, zoning, plumbing, heating, and electrical
codes, and such other related structural codes as may be enacted by
law or ordinance;
B.
Issue such licenses and permits as may be required by ordinance;
C.
Serve as secretariat to the following appeal boards: Building,
Plumbing, Heating, and Shade Tree.
D.
Plant and maintain trees and other vegetation along municipal
right-of-way and other property of the City.
