There shall be provided at the time of erection or enlargement
of any principal building or structure the following minimum off-street
parking spaces, with adequate provision for ingress and egress:
A. Dwelling units: one parking space for the first occupant age 18 or
older, plus one additional parking space for each additional occupant
age 18 or older not related by blood or marriage to the first occupant.
B. Restaurants, bars, and cocktail lounges: one space for every 150
square feet of floor area.
C. Motor vehicle service station or repair garage: three spaces for
every service bay, plus two spaces.
D. Auditorium, theater, stadium, and similar place of assembly: one
space for every five seats provided.
E. Hospitals, nursing homes and personal care centers: one space for
each five beds.
F. Hotel, motel or bed-and-breakfast use: one space for every two rental
units, plus spaces needed to serve any related use, such as a restaurant
open to the public.
G. Clubs or lodges: one space for each 400 square feet of floor space.
H. Lodging houses and boardinghouses: one parking space per occupant
age 18 or older not related by blood or marriage.
I. Car wash: adequate waiting spaces and spaces for vacuuming, in addition
to one space per two washing bays.
J. Commercial buildings not otherwise listed: one space for each 250
square feet of floor space.
K. Industrial buildings: one space for every two employees in the largest
working shift.
L. Offices: one space for each two employees working on the premises.
M. Bowling alleys: three spaces for each alley.
N. Service and repair establishments (other than motor vehicle service
stations and repairs), such as laboratories, business and vocational
schools, or veterinary establishments: one space for each 600 square
feet of total floor area.
O. Funeral homes.
(1) Where a chapel is included as part of the funeral establishment,
one parking space for each five seats in the chapel shall be provided.
(2) Where no chapel is included, one parking space for every 150 square
feet of floor area in the funeral home shall be provided.
(3) In either case, sufficient off-street driveway space shall be provided
to permit the assembly of funeral processions of anticipated length.
P. Other uses. In the case of any use or building which is not specifically
mentioned above, the provisions for a use or building mentioned most
similar shall apply, unless the applicant proves to the satisfaction
of the Zoning Administrator that an alternative standard is justified.
The design standards specified in this section shall be required
for all new off-street parking facilities with a capacity of four
or more vehicles. Such facilities shall be designed so that their
use shall not constitute a nuisance or hazard or unreasonable impediment
to traffic.
A. Parking lot dimensions shall be no less than those listed in the
following table:

B. Parking areas shall be designed so that each motor vehicle may proceed
to and from the parking space provided for it without requiring the
moving of any other motor vehicle.
C. The width of entrance and exit drives shall be:
(1) A minimum of 12 feet for one-way use only.
(2) A minimum of 20 feet for two-way use.
(3) A maximum of 40 feet at the street line.
D. No parking areas shall be designed to require or encourage parked
vehicles to back into a public street in order to leave the lot.
E. Except for areas that are landscaped and so maintained, all portions
of required parking facilities, including driveways, shall be graded,
surfaced with asphalt or other suitable material, and drained to the
extent necessary to prevent dust, erosion, or excessive water flow
across streets or adjoining properties.
F. All lighting fixtures used to illuminate parking areas shall be arranged
to prevent glare into public streets and adjoining properties.
G. Except where entrance and exit drives cross street lines, all parking
areas for any purpose other than single-family residences shall be
physically separated from any public street by a concrete curb and
by a planting strip which shall be not less than 10 feet in depth.
This ten-foot planting strip shall be parallel to the street line
and shall be measured from the future right-of-way.
To comply with § 4-104 of the Land Use Article of
the Annotated Code of Maryland, any new use required to supply 10
or more new off-street parking spaces shall include a suitable area
for the parking of bicycles. Such area should allow for the locking
of bicycles to a secure feature but shall not result in obstructions
to fire exits or handicapped accesses.
