Where the Planning Board finds that, due to the special circumstances of a particular plat, the provision of certain required improvements is not required in the interest of the public health, safety and general welfare or is inappropriate because of inadequacy or lack of connecting facilities adjacent or in proximity to the proposed subdivision, it may waive such requirements subject to appropriate conditions, provided that such waiver will not have the effect of nullifying the intent and purpose of the Official Map, the Master Plan, if such exist, or Chapter 400, Zoning.
In granting waivers, the Planning Board shall require such conditions as will, in its judgment, secure substantially the objectives of the standards or requirements so waived.

Where an applicant proposes an exchange or transfer of land with an adjoining property, the Planning Board may waive the public hearing on such proposal where the following conditions are met:
A. 
The area of the proposed land exchange or transfer does not exceed 10% of the minimum required lot area of the zoning district in which the affected lands are located.
B. 
No additional lots will be created.
C. 
Such exchange or transfer of lands does not preclude the proper future development, subdivision or resubdivision of the affected properties.
D. 
Such exchange or transfer of lands shall not create any nonconformity with the terms and regulations of the Woodridge Zoning Code.
E. 
The applicant(s) has prepared and submitted a final plat in accordance with § 350-13 herein, for the signature of the Planning Board Chairperson.
F. 
The applicant(s) has paid a fee as required in the fee schedule established by the Village Board of Trustees.
