The office of Borough Secretary is hereby created by the Borough
Council of the Borough of Huntingdon.

The Borough Secretary shall be appointed for an indefinite term
by a majority of all members of the Council. The Borough Secretary
shall serve at the pleasure of the Council and he or she may be removed
at any time by a majority vote of all its members. At least 30 days
before such removal is to become effective, the Council shall furnish
the Secretary with a written statement setting forth its intention
to remove him or her.

The Secretary shall be chosen solely on the basis of his or
her executive and administrative abilities with special reference
to the duties of the office as herein outlined.

Before entering upon the duties, the Secretary shall give a
bond to the Borough with a bonding company as surety to be approved
by the Council in such an amount as the Borough Council shall direct.
Conditioned upon the faithful performance of his or her duties, the
premium for said bond shall be paid by the Borough.

The salary of the Borough Secretary shall be determined and
fixed from time to time by the Borough Council.

1. The duties which the Borough Secretary will perform are to:
A. Manage the administrative office of the Huntingdon Borough Council.
B. Assemble data, direct and/or process all matters relating to the
compensation of Borough employees.
C. Perform job analysis, evaluate and audit record keeping and to ensure
accurate and efficient reporting of work accomplishment.
D. Direct data collection, processing and related reporting and billing
for the Water and Sewer Department.
E. Perform the duties of assistant wage tax officer and, in that regard,
direct the day-to-day activities of the wage tax function for the
Borough.
F. Review building permit applications for compliance with applicable
Borough ordinances.
G. Perform special projects regarding reports, grants, audits and budgets.
H. Assist in preparing for and negotiating contracts and to assist in
the administration of the same.
I. Maintain accurate records of all meetings and Council activities.
J. Perform any other duties assigned by the Borough Manager and/or the
administrative committee of Borough Council.
K. Assume all duties of the Borough Manager in his absence.
L. Perform all other duties required under the Code of the Borough of
Huntingdon.
