1. The locations described in Schedule XXIV (§
15-923) shall be designated parking meter zones, in which metered parking shall be chargeable at the rates and for the time indicated on the meter.
2. All parking meter zones created pursuant to this Subsection
1 above and all other places identified in the Code of the Borough of Huntingdon as being controlled by parking meters shall be subject to the provisions of this Part.

Any person, firm, or corporation authorized by Borough Council may install parking meters in all parking meter zones established pursuant to §
15-401, Subsection
1.

Parking meters installed in parking meter zones shall be installed upon the curb immediately adjacent to the individual parking spaces described in §
15-404, and each parking meter shall be so constructed and adjusted as to show, when properly operated, a signal that the space adjacent to it is or is not legally in use.

The Street Commissioner shall have lines painted upon the curb
or street adjacent to each parking meter, designating the space for
which each meter is to be used, and each vehicle parked adjacent to
any parking meter shall park within such lines. It shall be unlawful
to park any vehicle across any such line or in such a position that
it shall not be entirely within the space designated by such lines.

It shall be unlawful for any person to cause, allow or permit
any vehicle registered in his name or operated or controlled by him
to be parked in any parking meter zone, adjacent to a parking meter,
at any time when such parking meter shall be showing a signal that
such space is illegally in use, other than such time as is necessary
to operate such meter to show legal parking, between the hours of
8:00 a.m. and 6:00 p.m., Monday through Thursday, inclusive, and Saturday,
and between the hours of 8:00 a.m. and 9:00 p.m. on Friday, except
on the following legal holidays when such parking meters need not
be operated: New Year's Day, Memorial Day, Independence Day, Labor
Day, Veterans Day, Thanksgiving Day and Christmas.

It shall be unlawful for any unauthorized person to open or
for any person to deface, injure, tamper with or willfully break,
destroy or impair the usefulness of any parking meter installed pursuant
to this Part or to hitch any animal thereto.

1. It shall be the duty of the Chief of Police, under the direction
of the Mayor, to keep an account of all violations of this Part:
A. He shall keep an account of and report the number of each parking
meter which indicates that the vehicle occupying the parking space
adjacent to such meter is or has been parked in violation of this
Part, the date and hour of such violation, the state license number
of such vehicle and any other material facts relating to such violation.
B. The owner or operator may, within 48 hours after the time when such notice was attached to said vehicle, pay to the Chief of Police or his duly authorized deputy, in full satisfaction of such violation, the sum of $10. Thereafter, the failure to make such payment shall be subject to the penalty provided in §
15-803 of this chapter.

1. The owners of trucks bearing commercial state license plates may,
at their option, apply to the Borough Secretary for a special parking
permit or sticker which shall designate the truck upon which the same
may lawfully be exhibited and shall not be transferable under penalty
of this Part to any other truck, which shall be issued, when applied
for, upon the payment of an annual fee which shall be determined by
resolution of Borough Council from time to time as may be appropriate.
2. The term "fiscal year," as used in this section, shall be deemed
to mean a year running from July 1 to the succeeding June 30.
3. Commercial trucks, as above mentioned and bearing a permit or sticker
as above provided for, shall not be deemed in violation of this Part
for failure to deposit coins in parking meters when parking adjacent
to any such meters if, at the time and during the period of such parking,
the owner and/or his employees are at the time using materials and/or
tools from such vehicle in the prosecution and furtherance of the
employer's legitimate regular business, but such vehicle shall not
be parked in any metered area for any other purpose without having
coins deposited in the parking meter where such truck is parked, as
is otherwise provided and required under the provisions of this Part.
4. Transfer of any Borough permit or sticker, as hereinabove provided
for, from one vehicle to another vehicle, shall be unlawful; it shall
be unlawful for any such truck bearing a commercial license to park
in a metered area when not engaged as above defined in the furtherance
of the business of the owner without depositing the requisite coins
in the parking meter, both of which unlawful acts shall constitute
a violation of this Part.

1. In order to facilitate the necessary loading and unloading of motor
vehicles within the parking meter zones in the Borough of Huntingdon
or to facilitate the necessary storage of building materials or equipment
adjacent to any building under construction or repair or the necessary
loading or unloading of materials or equipment in connection with
such construction or repair, the Chief of Police or his duly authorized
agent shall have the power to provide to such person, firm or corporation
as shall request same a parking meter cover upon the deposit with
the said Chief of Police or his duly authorized agent of the sum in
an amount as established from time to time by resolution of Borough
Council, which amount shall be refunded upon return of the parking
meter cover.
2. Any person, firm or corporation shall have the privilege of using
a parking meter cover to cover the meter alongside or next to the
space being used for the purpose of loading or unloading a motor vehicle,
without the necessity of depositing a coin in said meter upon payment
of such fees as established from time to time by resolution of Borough
Council.
3. Any person, firm or corporation being engaged in the construction
or repair of any building within the parking meter zones of the Borough
of Huntingdon shall have the privilege of using a parking meter cover
to cover the meter alongside or next to the space being used or occupied
for the storage of materials and equipment adjacent to any building
under construction or repair or for the loading or unloading of materials
or equipment in connection with such construction or repair upon the
payment of the sum in an amount as established from time to time by
resolution of Borough Council per month for each meter so covered
without the necessity of depositing a coin in said meter.
4. The Chief of Police of the Borough of Huntingdon or his duly authorized
agent shall determine whether any request for the use of a parking
meter cover is made in connection with a necessary loading or unloading
within the parking meter zones or to facilitate the necessary storage
of building materials or equipment adjacent to any building under
construction or repair or the necessary loading or unloading of materials
or equipment in connection with such construction or repair and shall
have the power in all cases to refuse the granting of the privilege
of using a parking meter cover for the purposes hereinbefore specified.
5. The Chief of Police of the Borough of Huntingdon or his duly authorized
agent may at any time request the return of any parking meter cover
secured by any person, firm or corporation under the provisions of
this section.
6. It shall be illegal for any person, firm or corporation to refuse
to pay the charges hereinbefore set forth for the use of a parking
meter cover over or to return same within the period of 24 hours after
demand for the return of same has been made.
7. Any person who shall violate any of the provisions of this section
shall, upon conviction thereof, be sentenced to pay a fine of not
more than $20, and the costs of prosecution and, in default of payment
of such fine and costs to imprisonment in the County Jail for no more
than five days.

1. Any owner of a motor vehicle other than a vehicle bearing commercial state license plates may apply to the Borough Manager for a special parking permit which will authorize the owner or operator of the vehicle for which the permit is applied to park in any of the parking lots designated in §
15-409, Subsection
3.
2. The special parking permit shall designate the vehicle upon which
the same may be lawfully exhibited, and it shall not be transferable
under penalty of this Part to any other vehicle.
3. The cost of the special parking permit for either one week or one
month shall be established from time to time by the Borough Council.
4. Transfer of the special parking permit, as hereinabove provided for,
from one vehicle to another, shall be unlawful. Any person who shall
violate this provision shall, upon conviction thereof, be sentenced
to pay a fine of not less than $50 nor more than $100 and shall forfeit
the permit without refund of any portion of the fee.

Parking meters shall have a maximum metered time and fee as
may be established, from time to time, by resolution of Council.

1. Free parking shall be available in the Seventh Street Lot, the Sixth
Street Lot, and the Mifflin Street Lot, from 5:00 a.m. until 12:00
midnight. Parking permits will be required to park a vehicle in the
aforesaid lots from 12:00 midnight until 5:00 a.m.
2. The Fourth Street Lot will be metered with two-hour parking meters
from 7:00 a.m. until 12:00 midnight. After 12:00 midnight a parking
permit will be required in order to park in this lot.
3. Application and Issuance of Permits.
A. The owner or co-owner of a motor vehicle may apply to the Police
Department for a parking permit which may be utilized at any meter.
Also, this parking permit may be utilized in the following municipal
parking lots:

B. The parking permit shall be issued to the applicant upon payment
of the applicable fee as may be established by resolution of the Borough
Council from time to time. However, applicants who are 65 years of
age of older will receive a 25% discount on any such fee.
C. Payment for the parking permit may be made monthly or several months
in advance. For each month paid, the applicant will be issued a permit
sticker. The Borough will not replace lost stickers or issue refunds
for the same. Under no circumstances will the Borough issue a refund
on a parking permit after the permit is issued.
4. Three parking spaces in the Sixth Street Lot are reserved for persons
having business with the Borough offices located at 530 Washington
Street. The reserved parking spaces are designated with signs and
located in the center section of the Sixth Street Lot. Persons choosing
to park their vehicles in the reserved parking spaces may only lawfully
do so while transacting business with the Borough offices and vehicles
may only lawfully occupy the reserved space for a period of two hours,
Monday through Friday, between the hours of 8:30 a.m. and 4:30 p.m.
