[Adopted as Title 2, Ch. 2.12, of the 1980 Code]
There is created the Department of Police. The Police Department shall consist of the Chief of Police, who shall be director of the department, and such other members and officers as may be provided for from time to time by the Village Board of Trustees. The Chief of Police shall be appointed by the President and Board of Trustees.
It shall be the duty of the members of the Police Department to see to the enforcement of all ordinances of the Village, and all statutes effective in the Village, and to preserve order and prevent infractions of the law and to arrest violators thereof. Every member of the Police Department is a conservator of the peace.
The Chief of Police shall keep such records and make such reports concerning the activities of his department as may be required by statute or ordinance. The Chief shall be responsible for the performance by the Police Department of all its functions, and all persons who are members of the department shall serve subject to the orders of the Chief of Police.
The Chief of Police shall be custodian of all lost, abandoned or stolen property in the Village.
The Chief of Police shall be authorized to serve writs, summons, and other process, but no patrolman shall serve any such summons or process except on the order of the Chief of Police.
It shall be the duty of every member of the Police Department to conduct himself in a proper and law-abiding manner, and to avoid the use of unnecessary force.
Every member of the Police Department shall appear as a witness whenever this is necessary in a prosecution for a violation of a Village ordinance or of a state or federal law; but no such member shall receive any witness fee for such services in any action or suit to which the Village is a party. All fees due for such services shall, if paid, be turned over to the Village Treasurer.

The Chief of Police may make or describe such rules and regulations for the guidance of the members of the department as he shall see fit. Such rules, when approved by the Village Board of Trustees, shall be binding on such members.
The President of the Village Board, with the approval of the Village Board of Trustees, may appoint any reputable person as a special policeman to serve for such term and on such conditions as may be designated by the terms of such appointment. Special policemen shall have the powers and duties of a conservator of the peace, and shall receive no compensation from the Village unless such compensation is ordered by the Village Board of Trustees. Special appointments may be revoked at any time by the President of the Village Board of Trustees, the Village Board of Trustees, or the Chief of Police.

A. 
Any part-time police officer shall:
(1) 
Be a person of good character;
(2) 
Not have been convicted of a felony offense, any of the misdemeanors in Sections 11-1.50, 11-6, 11-9.1, 11-14, 12-2, 16-1, 17-1, 17-2, 28-3, 29-1, 31-1, 31-6, 31-7, 32-4a or 32-7 of the Criminal Code of 2012, Subdivision (a)(1) or (a)(2)(C) of Section 11-14.3 of the Criminal Code of 2012, or Section 5 or 5.2 of the Cannabis Control Act (720 ILCS 550/1 et seq.), or a crime of moral turpitude under the laws of the State of Illinois or any other state which, if committed in Illinois, would be punishable as a felony or a crime of moral turpitude.[1]

(3) 
Be certified as a part-time police officer by the Illinois Law Enforcement Training Standards Board or be granted a valid waiver from said board pursuant to Section 8-2 of the Illinois Police Training Act (50 ILCS 705/8.2).
(4) 
Be a member of the Oakwood Police Department.
(5) 
Not be assigned, under any circumstances, to supervise or direct full-time police officers.
(6) 
Not be used as permanent replacements for permanent full-time police officers.
(7) 
Be trained under the Intergovernmental Law Enforcement Officer's In-Service Training Act (50 ILCS 720/1 et seq.) in accordance with the procedures for part-time police officers established by the Illinois Law Enforcement Training Standards Board.
(8) 
Be directly supervised if he or she has not yet received certification under Section 8.2 of the Illinois Police Training Act (50 ILCS 705/8.2).
B. 
The use of any part time police officers shall be restricted in conformity with the laws of the State of Illinois as they may be promulgated from time to time hereafter.

The number of hours a part-time police officer may work within a calendar year is restricted.
