No person shall behave in a disorderly manner or use indecent
or insulting language, or shout, scream and/or utter loud outcries
without reasonable cause, in any public place, or on any sidewalk,
street, or other public way of the Town, or near any dwelling house
to the annoyance or disturbance of any person there being or passing.
