From and after the passage of this Part it shall be unlawful
for any property owner to plant shrubbery in such manner and in such
places as would tend to obstruct the free use of any sidewalk within
the Borough limits.

All shrubbery growing within the lines of any street in the
Borough or extending its branches beyond the property lines of any
property abutting on said street shall be kept trimmed by the property
owner in front of whose property said shrubbery is growing, in such
manner that said shrubbery shall not in any way obstruct the free
use of the sidewalk.

It shall be the duty of the Street Commissioner to notify such
property owner of any infraction of the provisions of this Part, and
upon a failure for 10 days by such property owner to have such shrubbery
properly trimmed, the Street Commissioner is hereby authorized to
have said shrubbery properly trimmed in accordance herewith, the cost
thereof plus 10% penalty to be charged to said property owner, said
cost and penalty to be collectible by law within 30 days after rendering
a bill for the same.
