This article shall apply to the creation of the Quality of Life Committee and to the appointment, terms, functions and powers of the members appointed to serve on the Committee.
The Town Board determines that in order to continue to protect and safeguard the health, safety and welfare of the Town of Yorktown and its residents, the Town will draw upon its rich history of citizen involvement and volunteerism to enhance the quality of life in the Town by establishing the Quality of Life Committee.
A. 
The charge of the Committee will provide a centralized public forum to engage the Town's residents and business owners in constructive discussion that maintains community pride as well as a establishing a means for the receiving and routing of residents' and business owners' concerns in an effort to build greater interest related to livability and sustainability within the Town.
B. 
The Committee will also provide an overview of, and coordination among, community groups and organizations that contribute to an improved quality of life, personal meaning, pride and satisfaction, including publicity of activities to the general public.
C. 
The Committee will identify community issues and concerns and develop potential strategies, proposals, plans or solutions and, in an advisory capacity only, periodically present such to the Town Board for consideration.
A. 
The Quality of Life Committee shall be comprised of five members consisting of one Councilperson, the Town's Code Enforcement Officer, a representative of the Town's Police Department, a representative of a public service organization affiliated with the Town and one resident of the Town.
B. 
The term of office of each member shall be three years. Members whose terms have expired shall continue to serve until successors have been appointed. The Town Board shall have the power to remove any member for cause. Vacancies shall be filled by the Town Board for the unexpired term of any member whose position has become vacant, whether by expiration, resignation, removal for cause or otherwise.
C. 
The Councilperson member shall act as Chair, and the Committee members shall elect from their membership a Secretary, whose term shall be fixed by the Committee.
D. 
The members shall receive no salary or compensation for their services as a member of the Quality of Life Committee.
A. 
The Committee shall hold meetings at such times and places as its members shall determine, from time to time, but no less than frequently than once per calendar quarter. Notice of such meeting shall be posted and published in accordance with the Open Meetings Law of the State of New York. A majority of said Committee shall constitute a quorum for the transaction of business.
B. 
Each of the members of the Committee shall be allowed one vote, which vote shall be cast in person at a meeting.
C. 
The Secretary shall take minutes of the meetings and proceedings of the Committee and shall make a record of all resolutions and actions of the Committee. The records of the Committee shall set forth every determination made by the Committee. The Secretary shall file the records and minutes of the Committee in the Town Clerk's office.
D. 
The Committee shall report to the Town Board on its activities at least semiannually.
