Pursuant to §§ 60.22(3) and 62.23(2) and (3),
Wisconsin Statutes, the Town of Lowell is authorized to prepare and
adopt a Comprehensive Plan as defined in §§ 66.1001(1)(a)
and 66.1001(2), Wisconsin Statutes.
The Town Board of the Town of Lowell has adopted written procedures
designed to foster public participation during preparation of the
Comprehensive Plan as required by § 66.1001(4)(a), Wisconsin
Statutes.
The Town of Lowell Comprehensive Planning Committee, comprised
of the Town Board, Plan Commission, and citizen members, recommended
to the Plan Commission that the document entitled "Comprehensive Plan"
containing all of the elements specified in § 66.1001(2),
Wisconsin Statutes, be adopted subject to further plan revisions deemed
necessary following a public hearing.
The Town of Lowell Plan Commission, having considered the recommendation
of the Comprehensive Planning Committee, adopted a resolution on December
2, 2008, recommending to the Town Board that the document entitled
"Comprehensive Plan" containing all of the elements specified in § 66.1001(2),
Wisconsin Statutes, be adopted subject to a series of revisions to
be incorporated into the "Recommended Draft" for public hearing.
The Town of Lowell has provided numerous opportunities for public
involvement in accordance with the public participation strategy adopted
by the Plan Commission, including 15 public meetings with respect
to preparation of the "Comprehensive Plan," public informational meetings
held on June 26, 2007, and November 20, 2008, and a public hearing
held on April 21, 2009, in compliance with the requirements of § 66.1001(4),
Wisconsin Statutes.
The Town Board of the Town of Lowell did, on May 12, 2009, receive
and consider the Plan Commission's recommendation to adopt the
Comprehensive Plan back to the Planning Committee for reconsideration
and action regarding proposed nonfarm residential development density
provisions.
The Town Board of the Town of Lowell does, by the enactment
of this chapter, formally adopt the document entitled "Comprehensive
Plan," as attached hereto by reference pursuant to § 66.1001(4)(c),
Wisconsin Statutes.
This chapter shall take effect upon passage by a majority vote
of the members-elect of the Town Board and publication/posting as
required by law.
