Except as otherwise provided in this
Chapter, every vehicle stopped or parked upon a roadway where there
are adjacent curbs shall be so stopped or parked with the right-hand
wheels of such vehicle parallel to and within eighteen (18) inches
of the right-hand curb.
On those streets which have been
signed or marked by the City Traffic Engineer for angle parking, no
person shall park or stand a vehicle other than at the angle to the
curb or edge of the roadway indicated by such signs or markings.

A. Notice
To Remove Illegally Parked Vehicles On City Streets Or Rights-of-Way
(Non-Emergency).
1. Whenever a motor vehicle trailer or junked motor vehicle is parked
or stopped on any City roadway or right-of-way in violation of any
State law or City ordinance and the circumstances do not warrant a
tow as authorized by Section 304.155, RSMo., a Police Officer shall
conspicuously affix to the vehicle a notice in writing.
2. The notice shall provide the following information:
a. The statute or ordinance violated;
b. An order directing the removal of the vehicle within five (5) days
of the date of the notice.
B. Failure
To Comply With Notice.
1. If a vehicle has not been removed within the five-day period after
a notice has been affixed to the vehicle in accordance with this Section,
the officer shall have the authority to impound and dispose the vehicle
in accordance with Section 304.155, Subsection 6, RSMo.
2. Removal of the affixed notice to the vehicle by the owner or third
party does not invalidate the authority of the officer to impound
and dispose of the vehicle.
