1. Any person, firm, association, authority or corporation desiring
to dig up or excavate any street or alley or other highway or walk
to connect any driveway to a Borough street, alley or other highway
or to cross a walkway for any purposes whatsoever shall, before doing
so, obtain a permit from the Renovo Borough Secretary, or Street Commissioner,
or Chairman of the Street Committee of Renovo Borough Council, or
other Council appointee, who shall keep a complete record of all such
permits issues and shall make a monthly report thereof to the Renovo
Borough Council together with all fees collected. The fee for such
permit shall be $250.
2. A permit fee of $250 will be charged per street opening unless the
Borough Engineer requires the entire block to be resurfaced. This
decision will be made on a case-by-case basis pending circumstances
as determined at the sole discretion of the Borough Engineer. If a
continuous trench is required, the fee will be determined based on
the length and the width of the trench based on the current square
foot rate.
3. No street opening permits will be issued within seven years of paving
of any street. Emergency exceptions only with the approval of Renovo
Borough Council before any work is commenced.
A. When a street opening is permitted within seven years of paving,
the following shall apply:
(1) The trench length plus 50 feet beyond the trench in either direction shall be ground down, backfilled and repaved, in conformance with the specifications (§
21-106) in place of the original paving project, for:
(b)
If multiple lanes are affected, those lanes, or if the center
of the street has been affected, then both directions to the nearest
lane lines or the full width of the road.
(c)
If there is no delineated center line, then the full width of
the road.
(d)
If the road was originally paced with no joints, then the repair
must have no longitudinal joints.
(e)
Additionally, for full-depth reclamation (FDR) streets, the
backfill shall be an approved FDR mix design approved by the Borough
Engineer.
B. When a trench cut, greater than 16 square feet within the paving
project limits, is necessary and streets which have been paved within
the last seven years and where the owner of the utility cannot provide
documentation that the utility was verified to have integrity, capacity,
and depth prior to paving, the standard detail, permit conditions
and the following shall apply:

The entire limits of paving shall be ground down, backfilled, a membrane or paving fabric (as required by the Borough Engineer) will be installed, and the road shall be repaved, in conformance with the specifications (§
21-106) in place for the original paving project. If the road was originally paved with no longitudinal joints, then the repair must also have no longitudinal joints.

Whenever any permit shall have been granted for digging up or
excavating streets, alleys, or any other highways or walks, the work
of excavating, backfilling, resurfacing and repairing shall be done
by and at the expense of the permittee with photo documentation before
and after the excavation to be provided to the Renovo Borough Secretary.

All excavation shall be preceded by cutting of pavements, in
straight lines, at a width to be designated by the Borough Engineer,
Street Commissioner, or Chairman of the Street Committee of Renovo
Borough Council, or other Council appointee at the excavation site.

All excavated material shall be placed, stored and handled in
a manner approved by the Borough Engineer, Street Commissioner, or
Chairman of the Street Committee of Renovo Borough Council, or other
Council appointee in a manner to be the least inconvenient for traffic.

The permittee shall provide barricades, safety lights, etc.,
necessary for the protection of the public during any excavation.
If streets, alleys, walks, or highways are to be closed, the permittee
shall notify the Renovo Borough Police Department and Renovo Borough
Fire Departments in advance, giving the length of time that said street,
alley, walk or highway will be closed.

All backfilling must be completed with 10 business days from
the completion of the project and shall be compacted in six-inch layers
as follows:
1. The bottom backfill material shall be either excavated material or
clean, dirt-free, of large stones, roots, frozen ground, etc., backfilled
within 18 inches of the base of the resurfacing material.
2. The 18 inches between the above initial backfill and the base of
the resurfacing material shall be 2A stone (see Publication 408 of
the Pennsylvania Department of Transportation).
3. Resurfacing shall be done in the following manner:
A. Macadam Streets, etc. The resurfacing material shall consist of four
inches of amiesite base course and two inches of amiesite surface
course compacted by a method approved by the Borough Engineer, Street
Commissioner, or Chairman of the Street Committee of Renovo Borough
Council, or other Council appointee.
B. Concrete Streets, etc. The resurfacing material shall consist of
eight inches of reinforced concrete extending 12 inches on all four
sides of the excavation plus two inches of amiesite where the brick
or concrete streets are covered with amiesite.
C. Earthen Streets, etc. The 18 inches required under the Subsection
2 above shall extend to the original surface of the street, alley or highway.
D. Macadam Overlaid Brick Streets. The resurfacing shall consist of
milling approximately two inches of existing amiesite overlay to uncover
the existing brick base course (score top of brick) and placing 1/2
inch of the amiesite scratch/leveling course and 1 1/2 inches
of the amiesite course placed and compacted by a method approved by
the Borough Engineer. Tack coat shall be applied to the uncovered
brick before overlaying with amiesite.
E. Brick Streets. The resurfacing shall consist of six inches of amiesite
base course plus two inches of amiesite surface course where the brick
is covered with amiesite and placed and compacted by a method approved
by the Borough Engineer.
4. All backfilling
must be completed within 10 business days from completion of project.

1. All areas resurfaced under a permit for an excavation shall be maintained
by the permittee for seven years after the completion of the resurfacing.
Upon failure of the permittee to make property repairs to any street,
alley, or highway after two days' notice to do so by the Secretary
of Renovo Borough, then Renovo Borough shall make the necessary repairs
to said street, alley or highway and shall assess costs thereof according
to the following schedule:

Surcharge of $50 for each subsequent repair by the Borough.
2. No street
opening permits will be issued within five years of resurfacing of
any street. Emergency exceptions must receive Renovo Borough Council
approval before any work is commenced.

Any person violating any provision of this Part shall, upon
conviction thereof, be sentenced to pay a fine of not less than $500
and not more than $1,000 and the cost of prosecution, or shall undergo
imprisonment for not more than 90 days, or both. Provided: Each violation
of this Part and each day the same is continued, shall be deemed a
separate offense.
