1. Purpose. It is hereby required that water conservation devices, as
hereafter described, shall be utilized in efforts to:
B. Conserve energy via reduced pumping and heating requirements.
C. Preserve on-lot sewage disposal systems.
D. Preserve existing or proposed sewage treatment facilities.
2. Required Devices. At the time any landowner within the Township shall
apply for a building permit to construct a new building or residence
or to construct an addition or other improvement to an existing structure
(involving new plumbing) the applicant shall certify to the Building
Inspector or Code Enforcement Officer that the plumbing devices installed
meet the following standards:
A. Shower heads. Shall be restricted flow type, utilizing 2.5 gallons
or less of water per minute at 40 to 100 PSI.
B. Flow Control Faucet Aerators. Shall be placed on all kitchen and
bathroom spigots, shall have a maximum flow rate of two plus or minus
0.25 gallons of water per minute at 40 to 100 PSI and shall readily
adapt to existing spigots.
C. Low Flush Toilets, Water Closets, and Associated Flushing Mechanisms.
Shall not exceed an average of 1.6 gallons per flush over a range
of test pressures from 20 to 80 pounds per square inch (PSI). The
fixture shall perform in accordance with the test requirements of
ANSI A 112.19.2.M and ANSI A 112.19.6.M.
D. Garbage Disposals. The use of garbage disposals shall be prohibited
because of associated water consumption of these devices which tend
to overload sewage facilities with excess solids.
E. Urinals and associated flushing mechanisms shall consume no more
than an average of 1.5 gallons per flush over a range of test pressures
from 20 to 80 PSI. The fixtures shall perform in accordance with the
test requirements of ANSI A 112.19.2.M and ANSI A 112.19.5.M.
3. Change of Occupancy. Upon change of occupancy of any residential
of commercial structure, the building Inspector or Code Enforcement
Officer shall inspect the premises to insure that water saving devices
in structures built after June 1, 1981, continue to meet all the provisions
of Subsections 2A to 2D above.
4. Enforcement. The Building Inspector or the Code Enforcement Officer
shall inspect the premises during construction to determine compliance
with the provisions of this Part. Any person, firm, or corporation
who shall violate any provision of this Part, upon conviction thereof
in an action brought before a magisterial district judge in the manner
provided for the enforcement of summary offenses under the Pennsylvania
Rules of Criminal Procedure, shall be sentenced to pay a fine of not
more than $1,000 plus costs and, in default of payment of said fine
and costs, to a term of imprisonment not to exceed 90 days. Each day
that a violation of this Part continues or each section of this Part
which shall be found to have been violated shall constitute a separate
offense.
5. Occupancy Permits. No occupancy permit will be issued for any residential
or commercial occupancy which is not in conformance with this Part.
6. Special Provisions. The performance standards contained in this Part
shall not apply to fixtures and fittings such as emergency showers,
aspirator faucets, fire suppression sprinklers, and blow-out fixtures
that, in order to perform a specialized function, cannot meet the
specified standards.
