The preamble to this article stated as follows:
WHEREAS, No person shall operate a skateboard on the premises of any Township-owned property in violation of a sign complying with this section.
WHEREAS, Areas in which skateboarding is prohibited must be indicated by one or more signs which are positioned to provide actual or constructive notice and which contain the words "No Skateboarding" or any other word or combination of words indicating that skateboarding is prohibited.
WHEREAS, No person shall operate a skateboard in, upon, or on the grounds of Lumberton Municipal Complex or any Township-owned parking facility.
WHEREAS, No person shall operate a skateboard in violation of a sign erected by the city or other governmental entity prohibiting or regulating skateboarding.
WHEREAS, No person shall operate a skateboard on or against any Township-owned table, bench, structure or tennis court or other improvement which may suffer damage by such use.
WHEREAS, No person shall use or place a ramp, jump, or any other device used to force a skateboard off the pavement on the grounds of any Township-owned parking lot or park; and
WHEREAS, Sign placement for the restricted areas shall be approved by resolution.
All of the provisions of the whereas clauses set forth above are incorporated herein by reference as if set forth at length and those provisions shall be a portion of the adopted legislation.[1]

Upon proper posting of a sign indicating that no skateboarding is to occur in an area at any particular location, any person using a skateboard on such lands owned and/or under the supervision and/or control of the Township of Lumberton shall be in violation of this article.
Upon a first conviction there shall be a maximum fine of $100 and upon a second and subsequent conviction of these provisions the maximum fine shall be $250.
