A. Officers. The various officers of the City shall be entitled to receive as compensation in full for the discharge of their official duties the salaries and fees hereinafter mentioned. (See Ch.

B. Employees. The official schedule of ranges
represents full-time compensation for each job position. The value
of any maintenance received by an employee as compensation in the
form of lodging and the like is determined by the City Council, and
this value will be deducted from the cash salary established for the
job position in the case of an employee receiving such maintenance.
Conversely, provision will be made for the reimbursement of City employees
who incur expense in the travel necessary to conduct City business.

The proper operation of municipal
government requires that public officials and employees be independent,
impartial and responsible to the people; that government decisions
and policy be made in the proper channels of the governmental structure;
that public office not be used for personal gain; and that the public
have confidence in the integrity of its government. In recognition
of these goals, there is hereby established a procedure for disclosure
by certain officials and employees of private financial or other interests
in matters affecting the City.
The reports, in the format held on
file at City Hall, shall be filed with the City Clerk and with the
Missouri Ethics Commission prior to January 1, 2024. The reports shall
be available for public inspection and copying during normal business
hours.
The City Clerk shall send a certified
copy of this Article to the Missouri Ethics Commission within ten
(10) days of its adoption if adopted prior to September 15.
This Article shall be in full force and effect from and after
the date of its passage and approval and shall remain in effect for
two (2) years from the date of passage.
