No person, minor or adult, shall climb upon, hold on to or in
any manner attach himself/herself to any locomotive, engine, or car
while the same shall be in motion, running into or through this City,
he/she shall be deemed guilty of an ordinance violation; provided
that this Section shall not apply to any employee of the railroad
company, nor to any passenger nor to any other person who may be acting
by permission or under the rules of the company then operating the
railroad.

No person shall carelessly and imprudently ride or drive any
animal or animals through the streets of the City or shall lead, drive
or ride any beast of burden or any vehicle or bicycle on any sidewalk,
other than going in or out of any premises owned or occupied by him/her
or his/her employer. Nor shall any person hitch or fasten any horse
or other animal to any railing, fence, tree, or in any manner so as
to obstruct any sidewalk. Any person leaving any team or beast of
burden in any of the streets, alleys, or public places hitched to
any vehicle and such team or beast of burden being left unsecured
shall be deemed guilty of an offense.
