This Part 1 is enacted for the following purposes: to promote, protect and facilitate the health, safety, morals and general welfare of the inhabitants of the Borough of Fox Chapel by preventing congestion in the roads and streets; securing safety from fire, panic and other dangers; providing adequate light and air; avoiding undue concentration of population; preserving the natural, scenic and historic values in the environment; preserving the forests, wetlands, aquifers and floodplains; conserving the value of land and buildings; and encouraging the most appropriate use of land.

This Part 1 shall be known and may be cited as "The Fox Chapel Zoning Ordinance."

The development objectives for Fox Chapel are as follows:
A. 
To preserve the character of Fox Chapel as a spacious suburban residential community.
B. 
To preserve land areas of particular natural, scenic, historical, geological or botanical interest as permanent open space.
C. 
To minimize pollution of the environment by objectionable noise, vibrations, smoke, fumes, odors, harsh lights, solid wastes and liquid-borne effluents.
D. 
To assure that all residential construction meets adequate standards with respect to light, air, fire protection, and other desirable qualities to ensure a safe, wholesome residential environment for every resident of Fox Chapel.
E. 
To assure that institutions in the Borough provide sufficient off-street parking space to render on-street parking normally unnecessary.
F. 
To create a safe, free-flowing traffic circulation pattern.
G. 
To assure that all development promotes fire safety by employing safe practices and by providing adequate site accessibility to fire equipment.
H. 
To manage stormwater runoff resulting from land alteration and disturbance activities in accordance with the watershed stormwater management plans adopted by Allegheny County as required by the Pennsylvania Storm Water Management Act (Act 167 of 1978, P.L. 864).[1]

I. 
To utilize and preserve the desirable existing natural drainage systems; to preserve the flood-carrying capacity of streams; and to maintain and improve the quality of streams.
J. 
To encourage natural infiltration of rainfall to preserve groundwater supplies and stream flows.
K. 
To provide for adequate maintenance of all permanent stormwater management structures in the Borough.
In interpreting and applying the provisions of this Part 1, they shall be held to be the minimum requirements for the promotion of the health, safety, morals and general welfare of the Borough of Fox Chapel. Where the provisions of this Part 1 impose greater restrictions than those of any statute, other ordinance or regulation, the provisions of this Part 1 shall be controlling. Where the provisions of any statute, other ordinance or regulation impose greater restrictions than this Part 1, the provisions of such statute, ordinance or regulation shall be controlling.
