County water, sewer, drainage and refuse districts — See County Law Art. 5-a, § 250 et seq.

This article is enacted to allow the establishment of a County sewer district within a single town or village. The purpose of this article is to allow the superseding of County Law § 250(7).
It is the intent of this article to supersede County Law § 250(7), which limits the formation of County sewer districts as follows: "Except in the County of Suffolk, no county district shall be established hereunder which shall consist wholly of territory within one city, within one village or within that portion of one town outside of a village."
County sewer districts formed under New York County Law § 250 may be established in the County of Dutchess consisting wholly of territory within one village or within that portion of one town outside of a village, notwithstanding the limitation set forth above in New York County Law § 250(7).
