1. 
The requirements in this article shall apply to a mobile home park which is on a tract held in single ownership and provides for two or more mobile/manufactured homes for residential use. The manufactured homes may be individually owned.
2. 
Mobile home parks proposed to be developed for sale of lots shall be designed and regulated in accordance with all requirements as a subdivision of site-built single-family residential dwellings.
3. 
Every proposed mobile home park shall be submitted, reviewed, approved and recorded as either a land development or major subdivision.

1. 
It shall be unlawful for any person to operate, maintain, construct, alter or extend any mobile home park within the Township unless the person holds a mobile home park permit issued by the Township.
2. 
Permits for new mobile home parks, or any alterations to or expansion of mobile home parks, shall only be issued after the subdivision or land development plans have been approved subject to the requirements of this chapter. The required plans shall comply with the submission and procedural requirements of this chapter, the design criteria of Part 7, and the improvements requirements of this chapter.

1. 
All mobile home parks requiring subdivision and/or land development plan submissions shall follow the preliminary submission procedures in Part 4 and the final submission procedures in Part 5 of this chapter.
2. 
The mobile home park site shall meet the design standards criteria in Part 7 of this chapter.
3. 
No part of the mobile home park shall be used for nonresidential purposes, excepting such uses necessary for the management and maintenance of the park, recreation facilities, and utility appurtenances.
4. 
A landscaping plan consistent with the requirements of § 22A-711, Subsection 2B, shall be developed. The following landscaping requirements shall also apply:
A. 
Deciduous trees shall be provided along both sides of all internal streets within the mobile home park. Trees shall be planted at a maximum spacing of 50 feet and shall be planted a minimum of five feet behind the edge of paving or curbline.
B. 
A buffer yard, having a minimum width of 30 feet, shall be provided along the perimeter of the mobile home park adjoining all Residential or Extractive Industrial Zoning Districts. A landscape plan, including a mix of deciduous and evergreen trees, shall be provided for the required buffer yards, subject to the review and approval by the Township Planning Commission.
5. 
The private street system shall be designed and built to the Township standards.
A. 
The roads shall meet the design standards of § 22A-705 for local roads with the exception that the minimum cartway width of internal streets shall be 24 feet.
B. 
The roads shall be built to the standards contained in the Township local road construction specifications.
C. 
Access to individual mobile home spaces shall be from interior parking courts, access drives, or private streets and shall not be from public streets exterior to the development.
6. 
Off-street parking shall be provided as required by Chapter 27, Zoning, and the following additional requirements:
A. 
Every mobile home space shall be provided with a minimum of two paved off-street parking spaces. In addition, an average of 0.5 off-street parking space per dwelling unit shall be provided in convenient locations for visitor and overflow parking. These visitor/overflow parking areas shall be provided with site lighting conforming to the standards in § 22A-710 of this chapter.
B. 
Areas shall be set aside for the parking of recreational vehicles of residents.
7. 
Pedestrian walkways meeting the following standards shall be provided:
A. 
All parks shall provide safe, convenient, all-season pedestrian access between individual mobile homes, the park streets, and all community facilities provided for park residents. Sudden changes in alignment and gradient shall be avoided.
B. 
Where a common walk system is provided and maintained between locations, and where pedestrian traffic is concentrated, such common walks shall have a minimum width of 3 1/2 feet.
C. 
All mobile home stands shall be connected to common walks, streets, driveways or parking spaces connecting to a paved street. Such individual walks shall have a minimum width of two feet.
D. 
Perimeter walking paths shall be incorporated into the overall pedestrian access design. The perimeter path system can be installed within the buffer yard area, if required under § 22A-803, Subsection 4B, of this chapter.
8. 
Mobile homes shall be sited on mobile home stands in conformance with the following provisions:
A. 
The area of the mobile home stand shall be improved to provide an adequate foundation for the placement of the mobile home.
B. 
The stand shall be constructed from either concrete or other material sufficient to adequately support the mobile home and to prevent abnormal settling or heaving under the weight of the home. The construction of the stand and the anchoring of the mobile home shall be in accordance with current applicable building codes and subject to code compliance review and approval.
C. 
After a mobile home has been anchored to the mobile home stand, the hitch which is employed for the transportation of the unit shall be removed, and there shall be a decorative skirt installed around the base of the unit.

1. 
Water service to all mobile home parks shall be supplied by connection to the public water supply system. The adequacy of the distribution system and the availability of service (as per § 22A-403, Subsection 5H) shall be demonstrated.
2. 
Fire hydrants in accord with the requirements of § 22A-707, Subsection 1, shall be provided.

All mobile home parks shall be connected to the public sanitary sewer system upon construction or expansion. The availability of service and the adequacy of the distribution system shall be certified as required by § 22A-403, Subsection 5I.
2. 
All materials used for sewer connections shall be in accordance with current building code requirements and the applicable standards of the governing sewer authority providing service.
3. 
Provisions shall be made for plugging the sewer riser pipe when a mobile home does not occupy the lot. Surface drainage shall be diverted away from the riser. The rim of the riser pipe shall extend at least 1/2 inch above ground elevation.

1. 
Electrical Distribution System.
A. 
General Requirements. Every mobile home park shall contain an electrical wiring system, consisting of wiring, fixtures, equipment and appurtenances which shall be installed in accordance with Pennsylvania Power and Light Company or Metropolitan Edison Company specifications regulating such systems and the National Electric Code.
B. 
Power Distribution Lines. All power lines shall be located underground.
2. 
Refuse Handling. Refuse disposal containers shall be provided in paved areas. The containers shall be enclosed within a decorative fence or wall with a gated access. Design details for the refuse enclosure shall be incorporated into the site landscape plan.
3. 
All individual or community fuel storage and distribution systems shall be constructed and maintained in accordance with applicable regulations of all authorities having jurisdiction.
