The Town shall open a credit card account with a local bank
to be used subject to the following terms and conditions:
A. The credit
card shall be titled in the name of the Town.
B. The following
three officials of the Town shall be the authorized signers on the
credit card:
C. The credit
card shall be kept in the vault.
D. There shall
be a sign-in/sign-out sheet required in order to take the credit card
from the vault, which shall have space for date, time and purpose
as well as two signatures. The Town official wishing to use the card
will sign out the card each time it is to be used, and the official’s
signature shall be witnessed by one of the other approved signers
on the card. The same procedure shall apply when the card is returned
to the vault.
E. The credit
card shall only be used in accordance with the Town’s procurement
policy.
F. When the
monthly statement arrives, the Town Clerk shall review it and shall
give a copy to the Town Budget Officer for review.
G. A copy of
the monthly statement shall be processed each month through the voucher
system at the monthly Town Board meeting.
H. Anyone wishing
to use the credit card for any purpose shall direct his or her request
to one of the authorized signers after first having secured approval
from the Town Budget Officer that the use of the card to purchase
something shall not exceed the budget for that particular Town department.
