The following improvements shall be installed by the subdivider
or a suitable guarantee provided by the subdivider which shall ensure
the provision of the improvements at the standards set forth in these
regulations. The final plan shall not be approved until the improvements
are installed and maintained in a satisfactory state of repair or
a suitable guarantee is provided.
Streets shall be surfaced to the grades and dimensions drawn
on plans, profiles, and cross-sections submitted by the subdivider
and approved by the Planning Commission. Before paving the street
surface, the subdivider must install the required utilities and provide,
where necessary, adequate subsurface drainage for the streets. The
pavement base and wearing surface shall be constructed to the following
specifications unless a specific substitute is requested and approved
by the Planning Commission.
A. Local streets and cul-de-sac streets.
(1) The base course shall consist of six inches of a compacted stone
or four inches of a bituminous concrete base course specified in Section
300 of the Pennsylvania Department of Highways Specifications, 1967,
as updated.
(2) The surface course, when installed on stone base, shall consist of
either 2 1/2 inches of bituminous surface course CP-2 or two
inches of ID-2 surface course consisting of one inch of binder course
and one inch of wearing course, or three inches of FB-1 or FB-2 surface
course installed as specified in Section 400 of the Pennsylvania Department
of Highways Specifications, 1967, as updated. The surface course on
bituminous concrete base shall be one inch of FB-1, FB-2 or ID-2.
B. Arterial and collector streets.
(1) The base course shall consist of eight inches of a compacted stone
or four inches of bituminous concrete base course specified in Section
300 of the Pennsylvania Department of Highways Specifications, 1967,
as updated.
(2) The surface course shall consist of 2 1/2 inches of bituminous
surface course ID-2 installed as specified in Section 400 of the Pennsylvania
Department of Highways Specifications, 1967, as UPDATED.
Cement concrete curbs shall be installed in all subdivisions
where average lot widths are less than 80 feet. Suitable gutters must
be installed in areas where curbing is not used.
Cement concrete sidewalks at least four inches thick shall be
installed where required.
Storm drainage facilities shall be provided as shown in plans
approved by the Planning Commission.
Monuments shall be of concrete or stone at least six inches
by six inches by 30 inches and marked on top with a copper or brass
dowel. They shall be set at the intersection of lines forming angles
in the boundaries of the subdivision and at the intersection of street
lines. Markers shall be iron pipes or bars 30 inches by 3/4 inch diameter
and set at all points where lines or lines and curves intersect.
At the time each improvement is to be installed and upon its
completion, the subdivider shall notify the Planning Commission to
this effect so that adequate inspections can be made. A fee of 1 1/2%
of the cost of the required improvements shall be paid to the Planning
Commission to cover the cost of inspection. Any unused portion of
the fee shall be returned to the subdivider.
