The metered water rates for residential and nonresidential, commercial and industrial users within the Borough of Sharpsburg; the minimum service charges to residential and nonresidential, commercial and industrial users within the Borough of Sharpsburg; and the flat rate for unmetered residential and nonresidential users are hereby established as follows:
1. 
Residential and nonresidential metered rates and minimum service charges. The metered rates for residential and nonresidential water users within the Borough of Sharpsburg shall be $5.50 per 1,000 gallons of water, with a minimum service charge of $22 per quarter per account for water usage of 1,000 to 4,000 gallons of water per quarter.
2. 
Commercial and industrial metered rates and minimum service charges. The metered rates for commercial and industrial water users within the Borough of Sharpsburg shall be $6.50 per 1,000 gallons of water, with a minimum service charge of $26 per quarter per account for water usage of 1,000 to 4,000 gallons of water per quarter.

The distribution system maintenance fee for zero consumption residential and nonresidential water users within the Borough of Sharpsburg shall be a flat rate of $32 per quarter, per residential account, and $36 per quarter, for commercial and industrial accounts.
A penalty of 10% will be added to the bill of all water users if said bill is not paid by the due date. The due date shall be 30 days from the billing date. In addition to the penalty set forth herein, interest shall be charged at the rate of 12% per year, which interest shall begin on the 61st day after the due date.
Any residential structure containing two or more dwelling units which is presently on the flat rate must be converted to a meter system for each unit. This conversion must be completed within a reasonable time from the effective date of this part (January 19, 1982).
Any individual involved in new construction within the Borough will be using unmetered Borough of Sharpsburg water and will be billed at the rate of $75 per month during the construction phase of the project. In order to obtain water to be used in construction, the contractor or the owner shall make an application to the Borough Secretary for water service; shall sign a contract and pay one month's charge in advance. No water shall be supplied or furnished by any contractor or owner for such purpose until the water construction shall have been made to the site of the proposed construction from the street main in a manner as prescribed by the Public Works Director.
The Borough hereby approves and appoints Pennsylvania Municipal Service Company as the delinquent water bill collector at a fee schedule approved by Council.

1. 
Any users of the Borough of Sharpsburg's water who receive water outside the Borough limits shall be charged according to the following rate structure:
A. 
For the first 5,000 gallons or less per quarter, $450 per quarter.
B. 
For the next 95,000 gallons or less per quarter, $3.23 per 1,000 gallons.
C. 
For the next 100,000 gallons or less per quarter, $2.90 per 1,000 gallons.
D. 
For the next 100,000 gallons or less per quarter, $2.78 per 1,000 gallons.
E. 
For the next 100,000 gallons or less per quarter, $2.69 per 1,000 gallons.
F. 
For all over 400,000 gallons per quarter, $2.60 per 1,000 gallons.
2. 
A discount of 2% will be allowed to consumers if they pay their water bills on or before the last discount date shown on the bill.

1. 
Any user of water with a metered installation shall at all reasonable times make the meter available to the proper officials of the Borough for purpose of reading.
2. 
Access to the meter must not be blocked or impeded by ashes, trash or rubbish or any other reason.
3. 
If after four consecutive meter reading periods access cannot be made to the meter, the water service will be terminated after notice is given as prescribed by law.

1. 
In the event that a customer's water meter fails to register, is not read at the scheduled time, or access is not made available to the meter reader, the Borough will issue an estimated bill for the period involved based upon the records of the same customer's usage for comparable past periods.
2. 
If the estimated bill is required because access to the meter was denied after reasonable attempts were made to read the meter, the estimated bill will be increased by 10%.
3. 
Any inaccuracy resulting from the use of an estimated bill will be corrected in the preparation of the next bill which is based on an actual reading of the meter.

All costs and expenses incurred by the Borough of Sharpsburg for collection of payment of a delinquent water bill will be added to such bill of all water users in addition to all penalties and interest charges as described in this part.

A billing of $15 per customer shall be added to the quarterly billings for all customers of the Borough of Sharpsburg water system beginning January 1, 2012. Said charge will continue to be placed upon quarterly billings until all capital expenditures related to the proposed 2012 repairs of the Sharpsburg Borough Water Tower are completed and paid for.
