All areas of Dublin Borough are hereby divided into districts of different types, each type being of such number, shape, kind and area, and of such common unity of purpose and adaptability of use that is deemed most suitable to carry out the objectives of this chapter and the Dublin Borough Comprehensive Plan.

For the purpose of this chapter, Dublin Borough is hereby divided into districts which shall be designated as follows:
A. 
R-1 Mixed Use Residential District. It is the purpose of this district to establish an area which will accommodate all types of residential structures, single-family and multi-family, to ensure a balanced community and which, through clustered development, preserves areas of open space for recreational use by the residents.
B. 
R-2 Neighborhood Conservation Residential District. It is the purpose of this district to retain the existing character of established residential areas, in addition to providing for in-fill development.
C. 
TC-1 Town Center District. It is the purpose of this district to promote a mix of residential and nonresidential uses, conversion of residences to low-impact nonresidential uses, adaptive reuse of existing structures and sites, appropriate infill development, and a visual style compatible with the character of the Borough.
D. 
TC-2 Town Center 2 District. It is the purpose of this district to provide for a mix of uses within one building and/or stand-alone building consisting of retail, office, and residential uses on vacant/underutilized parcels along the Main Street corridor. Development of nonresidential uses along the first floor and residential above will provide for smaller dwellings and nonresidential uses which serve the Borough and adjoining communities. The district encourages pedestrian-oriented design and promotes health and well-being by promoting walking and social interaction.
E. 
IP Institutional Public District. It is the purpose of this district to accommodate public facilities, while minimizing any negative impacts on surrounding residential land.
F. 
Ind Light Industrial District. It is the purpose of this district to provide for industrial and commercial facilities with appropriate standards so that they are compatible with the nature of the Borough.
G. 
PVD Planned Village Development District. It is the purpose of this district to provide for a walkable residential village environment with a variety of commercial and residential uses.

Districts are bound and defined as shown in the map entitled "Zoning Map, Dublin Borough," which accompanies and which, with all explanatory matter thereon, is hereby a part of this chapter, as amended by Ordinance No. 312.[1]

Where uncertainty exists with respect to the boundaries of the district as indicated on the Zoning Map, the following rules shall apply:
A. 
Where district boundaries are indicated as approximately coinciding with the center lines of streets, highways or streams, such center lines shall be construed to be such boundaries.
B. 
Where district boundaries are so indicated that they approximately coincide with lot lines, such lot lines shall be construed to be said boundaries, or where district boundaries are extensions of lot lines or connect the intersections of lot lines, such lines shall be said district boundaries.
C. 
Where district boundaries are so indicated that they are approximately parallel to center lines of streets or highways, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the Zoning Map.
