The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
LIQUEFIED PETROLEUM GAS
Any material which is composed predominantly of any of the following hydrocarbons, or mixtures of the following hydrocarbons: propane, propylene, normal butane and isobutane, and butylenes.

It shall be unlawful for any person to operate any tank, tank truck or tank trailer or any other container carrying liquefied petroleum gas on any street or highway within the City or install, possess and maintain any system for the use of liquefied petroleum gas or to store or possess any liquefied petroleum gas or container thereof in violation of this article.

All vehicles delivering liquefied petroleum gas and all liquefied petroleum gas systems used within the City or passing through the City shall be subject to the laws of the state and the rules and regulations of the state liquefied petroleum gas administrator governing liquefied petroleum gas and its use, transportation and handling.

It shall be unlawful for any person to do any bulk loading or unloading of any railroad tank car, tank, truck or trailer of liquefied petroleum gas within the City limits.

Any person installing a liquefied petroleum gas system within the City shall, prior to its use, furnish the fire code official with a registration permit of the state liquefied petroleum gas administrator showing that such installation or system has been duly inspected and found satisfactory to the administrator, or someone designated by the administrator, or a person duly licensed to make such an installation prior to the use of such system.

No vehicle used for liquefied petroleum gas deliveries shall be driven through the City or make any delivery within the City unless:
(1) 
It is properly labeled with the name of the contents;
(2) 
It has been inspected and approved by the state liquefied petroleum gas administrator or a deputy or inspector.

A. 
It shall be unlawful for any person using a vehicle transporting liquefied petroleum gas that is not making any delivery within the City limits to use any other street, highway or alley in passing through the City other than State Highways 18 and 33 unless the vehicle has had an accident or has been stopped due to unavoidable causes.
B. 
Any vehicle delivering liquefied petroleum gas in the City shall be operated on only the following streets:
(1) 
Kings Highway;
(2) 
North Street;
(3) 
Linwood Avenue;
(4) 
Ninth Street;
(5) 
State Highway No. 18;
(6) 
State Highway No. 33;
(7) 
If the place of delivery is not on the streets listed in subsections B(1) through (6) of this section, such streets as directly link the place of delivery with the streets listed in subsections B(1) through (6) of this section.

A. 
No vehicle used to carry liquefied petroleum gas shall be parked on State Highways 18 or 33 or on any other streets, avenues or alleys except while delivering to any user of liquefied petroleum gas to any user thereof. When making such deliveries, vehicles shall stop only long enough to make the delivery.
B. 
No person shall park, store or keep on their property any vehicle or tank used to deliver liquefied petroleum gas.

In the event of a breakdown of any vehicle used for carrying liquefied petroleum gas on any of the streets, avenues, or alleys of the City, the driver of the vehicle shall immediately notify the fire department of the location of the vehicle.

Mechanical repairs to any vehicle used to transport liquefied petroleum gas shall not be made without a permit issued by the fire department. Such a permit shall be issued if the chief of the fire department finds that the vehicle is otherwise in a safe condition and if the applicant for the permit pays to the City the fee established by resolution. A permit shall expire five days after its issuance.
