Fire hydrants and plugs connected with the City waterworks mains
or laterals and located in the public streets, avenues or alleys of
the City shall be under the exclusive and direct supervision and control
of the chief of the fire department.

No fire hydrant shall be used by any person for any purpose
except members of the fire department and other authorized employees
of the City and shall not be used by contractors as a source of water
supply for construction unless so authorized by the City Manager or
his representative. The responsibility for the regular inspection
and repair of the fire hydrant shall rest solely upon the chief of
the fire department.

No person shall place or cause to be placed upon or about any
fire hydrant any rubbish, building material, fence or other obstruction
of any character whatsoever nor shall any person hitch, or cause to
be hitched, to any fire hydrant any animal or animals, nor fasten
to the fire hydrant any guy rope, nor brace or stand any wagon, dray
or other vehicle against any hydrant. Any fence or other obstruction
in violation of this section shall be removed by the owner of the
adjoining premises, or the occupant thereof, to the proper distance
from any such fire hydrant to admit of free access to the fire hydrant.
