A. Sewer service may be furnished through city-owned or privately owned
lines from the City sewer system to users thereof outside the corporate
limits if approved and authorized by the City Manager upon written
application to the City Clerk and upon the execution of a written
contract for each use to the customers outside the corporate limits
and upon the conditions of use set forth in this article.
B. Any application for sewer extensions and usage of the sewer from
the City system to be outside the corporate limits of the City may
be refused if, in the opinion of the City Manager, the area to be
served does not have adequate provision for streets or alleys for
public convenience, or if for any other reason in the opinion of the
City Manager it should not be to the best interest of the City to
furnish such user or area.

Areas deemed eligible for annexation into the City, as shall
from time to time be determined by the Board of Commissioners, may
be denied further sewer service and further extensions until the area
shall be annexed into the City.
