Any person(s), firms, corporation, or association engaging in any of the trades, occupations, businesses or professions enumerated in §
13-202 within the limits of the Borough of Watsontown shall first register with the Police Department of the Borough giving his or her full name(s), residence, age, physical description, operator's license number, vehicle (year, make, type and color), and state registration number, and a recent photograph of himself or herself and their fingerprints.

Within 48 hours (excluding weekend and holidays) after such
registration and upon application it shall be the duty of the Mayor
of the Borough or authorized agent, upon payment to him or authorized
agent of the hereinafter specified amounts, to issue a license or
permit to any person(s), firm, corporation or association engaging
in the trade, occupation, business or profession as a hawker, peddler,
transient merchant, traveling junk dealer and/or solicitor or soliciting
and/or similar occupations, or agent or employee whether by selling
or purchasing or offering to sell or purchase by sample or otherwise
any foodstuffs, goods, wares, or other merchandise, from house to
house, or upon the streets, alleys or pavements of the Borough at
wholesale or retail within the limits of the Borough of Watsontown
upon the payment which is established from time to time by the Borough
Council per day or per year at the option of the licensee, provided
that person(s), firms, corporations or associations engaged in the
noncommercial dissemination of economic, political, cultural or religious
information shall not be required to pay a license fee and may automatically
engage in such activities upon registration with the police, except
that it shall be unlawful to distribute with or without consideration
any books, booklets, circulars, pamphlets or other printed, mimeographed
or typewritten material or any foodstuffs, goods, or wares, or other
merchandise, in such manner as to cause the streets, alleys, or pavements
of the Borough to become dirty or littered, irrespective of whether
the dirt and litter results from the action of those persons receiving
the same, provided, further, that this Part 2 shall not apply to any
manufacturer or producer in the sale of bread and bakery products
and meat and meat products and persons selling foodstuffs produced
on their own land.

The time for all person(s), firm or firms, corporations or association or associations peddling, hawking, selling or engaging in similar manner, as described in §
13-202 of this Part
2, shall be set from 9:00 a.m. before noon to 7:00 p.m. after noon on weekdays. There will be no peddling, hawking or selling or engaging in similar manner on Sunday.

This yearly license fee required in §
13-202 shall be paid in full for operation during a fractional part of the year. All yearly licenses shall terminate at the end of the calendar year.

If any person or persons, firm or firms, corporation or corporations,
association or associations, shall be engaged in, commit, or be guilty
of the acts prohibited by this Part 2, he, she, it or they, upon conviction
thereof before the Magisterial District Judge, shall be required to
pay a fine of not less than $25 nor more than $600 and costs of prosecution,
and in default of the payment of said fine and costs, shall be sentenced
to imprisonment in the Northumberland County Jail for a period of
not more than 30 days.
