Any Borough resident or group, that is hosting a public event within the Borough limits, may request to have a banner placed at one of the banner locations designated by the Borough. The Borough shall approve any such request as long as it meets all Borough requirements that currently exist or may be in effect in the future.

The Borough shall have the exclusive authority to set the locations that banners may be placed on Borough property. A resident or group may request to have a banner placed at any or all of the designated locations. The Borough reserves the right to limit the number of places in which the banner may be located due to available space.

Banners shall be limited to three feet wide and between 10 feet and 20 feet long. Banners not in conformance with these size requirements will not be permitted to be hung on Borough property. Banners shall be constructed of materials that can withstand normal and storm weather conditions. The Borough may deny or remove a banner that is in disrepair.

Only banners announcing an upcoming public event will be permitted to be hung on Borough property. The Borough reserves the right to deny any request to hang a banner that contains inappropriate or indecent language or is not for the purpose of announcing a public event.

The cost of all banners shall be the responsibility of the resident or group. The Borough shall not be responsible for the costs to repair or replace any banner. The Borough may, from time to time, pass a resolution establishing a fee for the placement of a banner on Borough property. At this time, the Borough is not charging a fee for the placement of a banner.

A resident or group may request for a banner to be placed on Borough property for up to 14 consecutive days. A request must be made at least 48 hours in advance of the desired date of the banner being placed on Borough property.
