Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted on the following named streets on Monday through Saturday, between the hours of 9:00 a.m., and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary for the loading or unloading.

Any person who violates any provision of this Part 4 shall, upon conviction, be sentenced to pay a fine of not more than $15 plus costs. A police officer or other authorized person shall attach to or place upon a vehicle a notice stating the vehicle was parked in violation of this Part 4. The notice shall state the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The notice shall also state the amount of the fine up to the maximum with instructions to the owner or driver of the vehicle that if they will report to the Watsontown Borough Building and pay the sum of the fine within 72 hours after the time of the notice, that act will save the violator from prosecution and from payment of additional costs.

1. 
Definitions and Interpretations. The term "short term" as used in this section refers to six continuous hours or less.
2. 
Parking Restrictions and Regulations. Except for a short term as defined in this Part, and with the additional restrictions at Subsection 3 hereinafter, it shall be unlawful for an operator or owner to park, stop or stand on any Borough street, or municipal parking lot or any Borough property any of the following (as defined in the Pennsylvania Vehicle Code, 75 Pa.C.S.A. § 102):

Full trailer.
B. 
House trailer.
C. 
Mobile home.
D. 
Motor carrier vehicle.
E. 
Motor home.
F. 
Motor vehicle with a registered gross weight in excess of 11,001 pounds.
G. 
Recreational trailer.

Semitrailer.

Trailer.
J. 
Truck-camper.
K. 
Truck tractor.
3. 
South Municipal Parking Lot. It shall be unlawful for an operator or owner to park, stop or stand, for any length of time, on the South Municipal Parking Lot adjacent to Route 405, any "vehicle," defined as: every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon rails or tracks. The term does not include a self-propelled wheelchair or an electrical mobility device operated by and designed for the exclusive use of a person with a mobility-related disability.
4. 
Penalties. Any person violating this Part shall, upon conviction thereof, be sentenced to pay a fine of not more than $300 or, in default of payment of such fine and costs, undergo imprisonment for not more than 90 days.
