There is hereby created a Park, Beautification and Recreation
Board which shall consist of five (5) members, all of which must be
residents of the City of Lawson, to be appointed by the Mayor subject
to the approval of a majority of the Board of Aldermen. One (1) member
of the Board of Aldermen shall be appointed by the Mayor with the
approval of a majority of the Board of Aldermen to serve a term of
one (1) year as ex officio member of the Park, Beautification and
Recreation Board; however, said ex officio member shall be permitted
to vote on any matter coming before the Park, Beautification and Recreation
Board.

A. Qualifications. A person appointed to the Park, Beautification
and Recreation Board shall be a qualified voter of the City of Lawson.
B. Terms — Citizen Members. The Mayor shall appoint, subject to confirmation by the Board of Aldermen, the first citizen members for terms as follows: Three (3) members shall serve for a term of two (2) years commencing on September 1, 2014, and two (2) members shall serve for a term of one (1) year commencing on September 1, 2014. As the term of a member expires, the Mayor shall appoint a successor for a term of two (2) years, subject to confirmation by the Board of Aldermen, except as provided below in Subsections
(D) and
(E).
C. Ex Officio. The Board of Aldermen shall designate an ex
officio member of the Park, Beautification and Recreation Board from
among its members. The ex officio member shall act as the liaison
for the Mayor and Board of Aldermen, and shall have a vote in the
decisions of the Board.
D. Vacancy. If a vacancy occurs on the Board, the Mayor shall
fill the vacancy by appointing a new member, subject to confirmation
by the Board of Aldermen, to serve the balance of the unexpired term.
E. Attendance. If a member is unable to attend a meeting,
he/she must contact the Chairman of the Board, City Clerk or Aldermanic
Liaison. Two (2) unexcused absences within twelve (12) consecutive
months is cause for automatic removal from the Board. The Mayor shall
fill the vacancy created by such action by appointing a new member,
subject to confirmation by the Board of Aldermen, to serve the balance
of the unexpired term.
F. All members of the Park, Beautification and Recreation
Board other than the ex officio member shall serve without compensation
and the ex officio member shall receive no additional compensation
other than his/her regular aldermanic salary for service on the Park,
Beautification and Recreation Board.
G. All members of the Park, Beautification and Recreation
Board shall be subject to removal by a majority vote of the Board
of Aldermen.

The Park, Beautification and Recreation Board shall have regular
meetings and meeting times and dates shall be set by the Board. The
Chairman shall notify the Mayor, Board of Aldermen, and City Clerk
of the times and dates of all Board meetings.

The Park, Beautification and Recreation Board shall meet each
year during the month of September and elect a Chairman, Vice Chairman,
and a Secretary to serve one-year terms.

A. Advisory Capacity. The Park, Beautification and Recreation
Board shall act in an advisory capacity to the Mayor and Board of
Aldermen in the acquisition, construction, development, operation,
maintenance, or improvement of or addition to City parks and in regard
to the general beautification of the City of Lawson. The Board may
meet and confer with any individual, partnership, association, corporation
or local, state or federal agent or governmental organization. The
Board may present a proposed plan or design to the Mayor and the Board
of Aldermen for implementation or approval or adoption by ordinance.
B. Notification To Park, Beautification And Recreation Board
By City. The Mayor shall notify the Board of any public meeting at
which major construction, acquisition of park land, development, operation,
maintenance or improvement of the City of Lawson is to be discussed
in detail. The City Administrator shall relay to the Board, as soon
as practicable, material information pertaining to a City facility
or park.
C. Subject To Direction Of Mayor And Board Of Aldermen. In
carrying out the duties and powers designated to the Park, Beautification
and Recreation Board, the Board shall be subject to directives of
the Mayor and Board of Aldermen; all directives to be presented at
a Board of Aldermen meeting or Park, Beautification and Recreation
Board meeting. The action of the Board shall not bind the City in
any respect.

A. The Park, Beautification and Recreation Board may, subject
to the approval of a majority of the Board of Aldermen:
1.
Advise Mayor and Board of Aldermen of problems
relevant to the operation and maintenance of the recreational system.
2.
The Park, Beautification and Recreation Board
may, on or before March 30 of each year, submit to the Mayor and Board
of Aldermen for approval, a budget for park facilities and beautification
projects setting forth the expected income and expenditures for the
coming fiscal year. In establishing the budget for the City, the Board
of Aldermen shall utilize the Park, Beautification and Recreation
Board budget, if submitted, as an advisory document.

After submission of proper plans and sketches,
allot such space or area in any of the parks, park areas, places or
historical sites within the City as may be required for the construction
of any monument, statue or other work of art or utility in commemoration
of the services or benevolence of any person or society which may
be offered to be constructed or placed at the expense of said person
or society.
4.
Establish rules and regulations governing the
conduct and use of the recreational system within the City.
5.
Establish rules and regulations for the issuance
of permits and establishment of schedules regulating the operation
of the recreational system within the City.
6.
Designate officially the naming as memorials of
certain places in the recreational system which have been improved
by private donation as requested by the person making such donation.
Such official designation shall be filed with the City Clerk.
7.
Establish rules and regulations for the issuance
of permits for the use of certain areas within the recreational system
for use by private individuals or groups for picnic areas. Such permits
shall be issued only upon written application from the individual
or group applying therefor.

There is hereby established an advisory council to be known
as the Economic Development Council (EDC). The primary focus of the
Economic Development Council shall be to assist the Board of Aldermen
and designated City staff in the attraction and retention of businesses
complementary to the City's long-term vision for economic development,
growth, prosperity, and implementation of programs and policies designed
to strengthen business partnerships and entrepreneurial collaboration
leading to job growth and a healthy local economy.

The Economic Development Council shall consist of ten (10) voting
members.

The Mayor, with the consent and approval of a majority of the
Board of Aldermen, shall appoint six (6) members to the Economic Development
Council. Members not appointed by the Mayor shall be appointed in
the manner the entity to be represented customarily appoints members
to similar boards. One (1) member shall be appointed by the Lawson
Fire Protection District. One (1) member shall be appointed by the
Lawson School District. One (1) member shall be appointed by the Lawson
Chamber of Commerce. One (1) member shall be appointed by a local
Lawson business. One (1) member of the Board of Aldermen shall be
assigned annually to serve as a non-voting liaison.

While not mandatory, representation from the following business
areas may be considered when appointing members to the Economic Development
Council: health care, manufacturing, banking, real estate, utility
and land development.

Those members first appointed by the Mayor shall be appointed
for the following terms: three (3) for two (2) years and three (3)
for three (3) years. The first members appointed by the Lawson Fire
Protection District, the Lawson School District, the Lawson Chamber
of Commerce and a local Lawson business shall each serve an initial
term of one (1) year. Subsequent appointments for all members shall
be for terms of three (3) years.

All vacancies on the Economic Development Council resulting
from a member's resignation or inability to complete a term shall
be reported to the Mayor and Board of Aldermen. If the member vacating
was appointed by the Mayor, the Mayor shall, by and with the consent
of the Board of Aldermen, appoint a person to fill the unexpired term
of that member. If the member vacating was appointed by either the
Lawson Fire Protection District, the Lawson School District, the Lawson
Chamber of Commerce or a local Lawson business, the entity shall appoint
a person to fill the unexpired term of that member.

The Mayor shall appoint on an annual basis the Chair and Vice
Chair of the Economic Development Council. The Chair or the Vice Chair
shall preside at all meetings of the Economic Development Council.

Upon recommendation of the Economic Development Council Chairperson,
the Mayor may, by and with the consent of a majority of the Board
of Aldermen, remove from office any member of the Economic Development
Council for misconduct or neglect of duty.

The Economic Development Council shall meet every other month
and at such times as provided for in the rules and regulations promulgated
by the Economic Development Council.

The Economic Development Council shall be empowered to promulgate
rules and procedures consistent with the ordinances and policies of
the Board of Aldermen of the City of Lawson, Missouri, to be followed
by it for the conduct of its meetings and to carry out the duties
and responsibilities hereby granted it. Any rules and procedures promulgated
shall be forwarded to the Board of Aldermen. Before any such rules
and procedures shall become effective, they shall be first approved
by resolution of the Board of Aldermen.

A. Except
when assigned by State law to another entity, the duties of the Economic
Development Council shall be as follows:
1. Advise and make recommendations to the Mayor and Board of Aldermen
regarding the sale, acquisition, and development of property.
2. Advise and make recommendations to the Mayor and Board of Aldermen
regarding strategies, objectives and policies to attract and retain
business.
3. Advise and make recommendations to the Mayor and Board of Aldermen
regarding general policy guidelines for the City's economic development
program except where such recommendations are assigned by State law
to another entity.
4. Perform such other duties as from time to time the Mayor and Board
of Aldermen may request consistent with the other duties of the Economic
Development Council.

A. On
or before April 1 of each year, the Economic Development Council shall
prepare and provide to the Mayor and Board of Aldermen a plan to develop
economic development strategies, policies, goals, priorities, and
identify projects and report the same to the Board of Aldermen for
its consideration.
B. On
or before October 31 of each year, the Economic Development Council
shall prepare and provide to the Board of Aldermen a report outlining
all accomplishments, educational efforts, implementation of goals
or strategies and development projects for the prior twelve (12) months
that the Economic Development Council has facilitated, identified
or supported.
