As used in this Chapter, the following terms shall have the
meanings indicated:
MOBILE HOME OR MANUFACTURED HOME
A structure, transportable in one (1) or more sections, which,
in the traveling mode, is eight (8) body feet or more in width or
forty (40) body feet or more in length, or, when erected on site,
is three hundred twenty (320) or more square feet, and which is built
on a permanent chassis and designed to be used as a dwelling with
or without a permanent foundation when connected to the required utilities,
and includes the plumbing, heating, air-conditioning, and electrical
systems contained therein. The term includes any structure that meets
all of the requirements of this definition except the size requirements
and with respect to which the manufacturer voluntarily files a certification
required by the United States Secretary of Housing and Urban Development
and complies with the standards established under Title 42 of the
United States Code.
PERSON
Any natural individual, firm, trust, partnership, institution,
association, corporation, community or municipality.
TRAVEL TRAILER
A vehicular, portable structure built on a chassis and designed
to be used for temporary occupancy for travel, recreational or vacation
use with the manufacturer's permanent identification "Travel
Trailer" thereon; and when factory-equipped for the road, being of
any length, provided its gross weight does not exceed four thousand
five hundred (4,500) pounds, or being of any weight, provided its
overall length does not exceed twenty-eight (28) feet.

A. A mobile home or manufactured home residential design must satisfy
the following criteria:
1.
The mobile home or manufactured home shall have a minimum dimension
of seven hundred (700) square feet.

2.
The mobile home or manufactured home shall be set up in accordance
with recommended installation procedures of the manufacturer and a
continuous vinyl, metal or masonry wall be installed under the perimeter
of the residential design mobile home or manufactured home.
3.
Stairs, porches, entrance platforms, ramps and other means of
entrance and exit to and from the home shall be installed or constructed
and attached firmly to the primary structure and anchored securely
to the ground.
4.
There shall be one (1) mobile home or manufactured home per
lot.
5.
There shall be adequate anchorage and tie-downs to prevent overturning
or uplift by wind force.
6.
A full slab of concrete must be poured on which to set the home.

A. A permit, acquired at City Hall, for the placement of a mobile home
or manufactured home shall be required for each mobile home or manufactured
home set within the City limits of Ellsinore.
B. The owner shall agree to pay a minimum of twelve (12) monthly minimum
charges for water and sewer use for a period of five (5) years.

No travel trailer shall be used for permanent occupancy or any
other kind of occupancy except temporary occupancy for travel, recreational
or vacation use.
