Pursuant to 53 P.S. § 66301, the position of Township
Manager is hereby created in Darlington Township. The Supervisors
of the Township may at their discretion abolish the position in the
Township through an ordinance.
The Supervisors by majority vote will elect one person to fill
the position of Township Manager who shall serve until a successor
is appointed through majority vote of the Supervisors. The position
is subject to removal by the Supervisors by majority vote, and no
contractual terms are permitted which conflict with the Second Class
Township Code.
The compensation of the Township Manager shall be fixed from
time to time by the Supervisors.
The Supervisors will require a bond be given to the Township,
in a sum to be set by the Supervisors, on the condition for the faithful
performance of the duties associated with the position. The premium
for the bond shall be paid by the Township.
The Township Manager shall be the chief administrative officer
of the Township and shall be responsible to the Supervisors for the
proper and efficient administration of the affairs of the Township.
The powers and duties shall include, but not be limited to, the following:
A. Supervise and be responsible for the activities of all municipal
departments.
B. Develop and administer Township personnel policies, procedures, and
programs.
C. Maintain Township employee payroll records.
D. Originate and maintain contacts with federal, state, and county agencies
and other organizations with whom the Township conducts business.
E. Prepare and submit before the close of the fiscal year a budget for
the following fiscal year.
F. Be responsible for the administration of the budget after its adoption.
G. See that all moneys payable to the Township are promptly paid.
H. Act as the purchasing officer for the Township to purchase all supplies
and equipment for Township use. An account shall be kept of all purchases
and the account made accessible to the Supervisors. The Supervisors
may establish rules and regulations governing the purchase of supplies
and equipment.
I. Prepare paperwork for grant projects, and complete all state and
federal required financial forms for submission.
J. Supervise the performance and faithful execution of all contracts
let by the Township.
K. Attend all meetings of the Supervisors of the Township and attend
such other meetings as the Supervisors may direct.
L. Keep the Supervisors informed of the conduct of Township affairs.
M. Perform any other functions the Supervisors deem necessary in order
to carry on the laws of the Township and Commonwealth.
