The Lieutenants, under ordinary circumstances, when not working
the same shift as the Captain of Police, shall have charge of the
Sergeants and patrolmen on their tour of duty.
Lieutenants are charged with the enforcement of all laws and
ordinances, rules and regulations of the Department, orders of the
Chief of Police and orders of superior officers.
Lieutenants shall be held responsible for the general good order
and discipline of men under their command and shall make themselves
acquainted with the capabilities of the Sergeants and patrolmen under
their command. They must carefully study and thoroughly understand
the rules and regulations and note every case of misconduct or neglect
of duty of members of their command and report the same to the Captain
of Police.
The Lieutenants shall frequently inspect the uniforms and equipment
of each member of their command to determine that each is properly
attired, neat in appearance and fully equipped.
The Lieutenants shall instruct the force under their command
upon the duties imposed on them by laws and the rules and regulations
of the Department, and they shall carefully read and explain to the
members of the Department all general and special orders and decisions
of the Chief of Police and the superior officers in charge affecting
their duties and assignments.
The Lieutenants shall, in the absence of a superior officer
in charge, provide an adequate police force at every large fire or
at every large assembly of citizens. On all other occasions when property
or life are endangered within the area of their command and when a
superior officer in charge is not immediately available, they may
call for active duty a sufficient number of off-duty officers required
to meet the emergency.
Lieutenants shall be responsible for the prompt, efficient and
intelligent investigation of all complaints assigned to them by the
commanding officer in charge or received from any other source and
make a complete report of the action taken thereof in each case.
When in command, a Lieutenant shall designate any special duties
or posts and such information as the Lieutenant may have read concerning
conditions.
A Lieutenant shall give necessary assistance to subordinates
in the preparation of their cases and shall cause the notification
of their appearance in court.
A Lieutenant shall, in cases involving juveniles, be governed
by the regulations as required by law concerning juveniles and shall
insist that all members of the Lieutenant's command observe these
rules and also report same to the Juvenile Division.
Lieutenants shall instruct the desk officer to immediately advise
them of any failure of any member to report when required. Upon receipt
of such information, they shall cause an investigation to determine
the reason and make a report of same.
A Lieutenant shall perform such other duties as may be ordered
by the Chief of Police.
A Lieutenant shall provide leadership and guidance in developing
loyalty and dedication to the police profession.
The Lieutenant shall notify the appropriate member of the Department
as the Lieutenant deems necessary in all fatalities, holdups, robberies
or other serious crimes.
Lieutenants shall assist the Captain of Police in the preparation
and execution of in-service training programs.
