A Licensing Board for the City of Dover is hereby constituted under the provisions of RSA 286:3 as well as other functions stated in this chapter, to consist of the City Manager, Chief of Police, and such other person as shall be appointed by the City Council, and all licenses issued by said Board shall be in accordance with the applicable provisions of RSA chapter 286, RSA chapter 31, RSA chapter 287-A, and/or Chapter 109, Peddlers and Vendors, of the Code of the City of Dover.

Every licensee shall pay in advance for such license, for the use of the City, such sum or sums as the City Council may determine, but in no case shall such license fee be in excess of the maximum sum fixed in RSA 286, except where the City Council or Licensing Board determines per RSA 286:4-a that the fee is inadequate to reimburse the City for the extra expense in protecting the health and safety of the public which can reasonably be attributed to the event to be licensed.
Revocable blanket licenses may, at the discretion of the Licensing Board, be issued to fraternal and other like organizations, to regularly organized bands of music, other than itinerant or vagrant companies, to theaters and to undertakers without the imposition of the fee herein imposed.

The Licensing Board shall have authority in the first instance to consider and, if appropriate, issue licenses or permits pursuant to RSA 31:100 (entitled "Street Fairs"), RSA 31:91 (entitled "Soliciting Funds"), RSA chapter 287-A (entitled "Raffles"), RSA 31:102-a (entitled "Hawkers, Peddlers and Vendors"), and/or Chapter 109, Peddlers and Vendors, of the Code of the City of Dover, as applicable.

With the exception of licenses issued pursuant to RSA chapter 286:3, for which the Licensing Board shall issue a final decision, any person aggrieved by any other action of the Licensing Board may appeal to the City Council for de novo review within thirty days of the Licensing Board’s decision or notice of decision if issued in writing, whichever is later. Such appeal shall be submitted to the City Clerk and shall state the date of the Licensing Board’s action appealed and a brief description of the basis for the appeal and issues presented.

The City Manager or designee shall, on a monthly basis, keep the City Council informed of licenses or permits issued pursuant to this Chapter and other activity by the Licensing Board.
