As used in this chapter, the following terms mean:
DRIVER
The person in actual physical control of a taxicab.
OPERATOR
Any person owning, in charge of or managing a taxicab business
or company in the City.
TAXICAB
Any motor vehicle having a manufacturer's rated seating capacity
of not more than seven persons used in the call and demand transportation
of passengers for compensation to or from points chosen or designated
by the passengers and not operated on a fixed schedule between fixed
termini; or any such vehicle leased or rented, or held for leasing
or renting, with or without drivers or operators. (Reference RSA 376:2,

All drivers and operators of taxicabs and valet parking operators are required to obtain a license from the Dover Licensing Board as defined in Chapter
97, Licensing. All drivers, operators, taxicabs and valet parking operators shall be subject to those requirements, rules, regulations and procedures that may be promulgated from time to time by the City of Dover Licensing Board.
Any person, firm or corporation violating any provision of this
chapter or any requirements, rules, regulations or procedures that
may, from time to time, be promulgated by the City of Dover Licensing
Board shall be guilty of a violation. A separate offense shall be
deemed committed upon each day or part thereof during or on which
a violation occurs or continues.
